The Los Angeles County Office of Education is seeking The Los Angeles County Office of Education (LACOE) is seeking highly qualified, detail-oriented, customer focused individuals for the Assistant Buyer position.
This position researches, compares, purchases, and/or negotiates to purchase materials, supplies, equipment, services, and provides travel-related support for LACOE divisions and affiliates.
The Well Qualified Candidate Will Possess the Following
Knowledge:
  • Methods, principles and practices of procurement/material management and governmental purchasing
  • Provisions of the Education, Public Contract, Government, and Civil Codes of the State of California pertaining to purchasing and purchasing procedures involved in obtaining informal and formal quotations and formal bids
  • Product standards
  • Products, commodities, and services used within one or more commodity groupings
  • Methods and resources used in researching and analyzing commodities and services
  • Competitive bid practices and procedures
  • Current product status and general market conditions
  • Basic accounting practices
  • Methods used in evaluating vendor capability and performance

Required Education and ExperienceEducation: Graduation from high school or equivalent.
Experience: Two years of experience in purchasing or preparing specifications for the purchase of materials, supplies, and equipment.
Equivalency Provision: Two years of college (i.e. 60 semester or 90 quarter) units, with coursework in purchasing, business, accounting, public administration or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council of Higher Education Accreditation, may substitute for one year of the required experience. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.
Additional Requirements: A valid California Driver's License, use of an automobile, or ability to obtain transportation between job sites may be required. A certification as a Certified Professional in Supply Management (CPSM) is desired.
Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.

Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272). Veterans' Credit may be awarded for entry jobs.

Based on full-time assignment:
  • Although new employees usually begin at the first salary step, advanced salary step placement may be requested
