Job description

The Department of Youth Services is changing the management and structure of the Arts Initiative.  Implementation of new structures, positions and providers will require the development of new processes and system integration workflows. The Arts Program Manager role is critical to the success of the new Arts Initiative model and the management of the transition period, including maintaining direct services for young people.

The Arts Program Manager will have some direct contact with the young people and families served by the Department of Youth Services. The Arts Program Manager plays a key role in developing programming and practices that support youth engagement. The Arts Program Manager may provide direct arts-based mentorship, coaching and/or leadership development for youth engaged in Arts Programming and services. The Arts Program Manager will be expected to visit residential programs and community sites, join case planning team meetings, conduct surveys and focus groups with young people, establish and maintain collaborative relationships with a range of com-munity-based organizations. The candidate will research, study, evaluate and report on program designs and current and future Arts services and resources and needs in the community and across the continuum.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Manage the Statewide DYS Arts Initiative. Includes direct management with DYS regions and DYS local teams. Includes partnerships with Education Services (provides guidance to DYS Art teachers), Clinical Services, Career, Vocational and Employability Services and Casework teams. Includes high level oversight, compliance with DYS Legal Services, Includes strategic collaborations with DYS Special Projects, and the DYS Youth Voice Initiative.                                                                                                                         

Manage the statewide contract management responsibilities for the Arts Initiative providers. The Arts Program Manager will play a leadership role in the Arts procurement design, implementation and quality assurance.

Manage the system integration and overall implementation of the new Arts Administration Providers including the training plan and the ongoing direction and oversight for the five new Regional Arts Coordinator positions. 

Develop and lead the communication strategy and system workflows for how the Arts Initiative promotes a unique and highly transferable skillset for young people's success.  Including the direct coaching, mentorship, and consultation to DYS regional Managers, DYS Arts Providers, and Case planning teams.  

Supports the development and implements standards, policies and procedures related to Arts services and Programming.  Partner with Legal services on all Arts related legal connections.  

Represent DYS as a member of appropriate national, state and regional Arts workgroups. Maintains knowledge base of the Arts in Juvenile Justice field and related grants opportunities.

Preferred Qualifications

Demonstrated experience in project and program management.

Demonstrated experience in 'system thinking' and leading implementation efforts.

Demonstrated experience, knowledge, and ability in developing partnerships. 

Experience with youth development programs that assist young people in skill develop-ment. Experience may include programing that serves young people involved with hu-man services agencies.

Expertise and experience with Arts program methods and models.

Passion and commitment to establishing and developing "best practice" programming for juvenile justice involved youth.

Knowledge and experience in promoting positive youth development framework.

Knowledge of the principles and practices of project management including coordination, communication, prioritization, troubleshooting, adherence to budget and completion of goals.

Background demonstrated work experience and/or successful collaborations in youth de-velopment, social work, education and workforce development.

Ability to demonstrate leadership and capacity to be an effective team player in a diverse workforce; ability to embrace diversity as a strategic advantage.

Ability to establish performance measures and quality program improvement processes, while maintaining an open mind and flexible approach in adapting to shifting priorities.

Ability to effectively track details of day to day and longer-term initiatives and use data analytics to report on and improve processes and outcomes.

Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Ability to work effectively with a wide range of individuals and different services provid-ers, contractors, community-based organizations, arts-based organizations,

Thoroughness, independence and excellent written and oral communication skills;

Proficient usage of Microsoft Office products including Word, Excel, and Outlook.

Background knowledge to support design and technical aspects of Initiative (ie; design software, photo, video editing, etc.)

Transportation Requirement: Must have a valid driver's license, transportation, and ability to travel statewide.

Knowledge and familiarity with the criminal/juvenile justice system.

Experience administering or working with arts-based programs.

Knowledge of employment, local job markets and employer's expectations.

Schedule: First Shift 8:45AM - 5:00PM with Saturday and Sunday off.

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

 

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

 

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

 

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

 

V. A Doctorate degree in a related field may be substituted for the required experience.
