DEPARTMENT SUMMARY
Astoria Parks & Recreation provides lifelong learning, wellness and wellbeing through recreational opportunities, and is dedicated to the preservation of natural resources, open spaces, and facilities to inspire and bring neighbors and Astoria's many visitors together.
The Astoria Aquatic Center (AAC) is a 25,000 square foot facility featuring four pools and a large fitness area. We feature a 6 lane, 25 yard lap pool, recreation pool with a lazy river and the Big Red Slide, hot tub and a heated kiddie/wading pool. We offer swimming lessons for all ages, water exercise classes for adults, host therapy swim appointments for the local hospital's physical therapy program, party rentals and more. Department staff at the AAC include Recreation Clerks, Lifeguards, Lead Lifeguards, Swim Instructors, Fitness Instructors, Head Lifeguards, Aquatics Recreation Coordinator, Recreation Coordinators, Aquatics Manager, Recreation Manager and Parks & Recreation Director.
POSITION SUMMARY
Recreation Coordinators contribute to the development, promotion, and implementation of recreation programs, services, activities and facility operations to serve community members of all ages. Program areas include: aquatics, fitness, youth & adults sports, youth engagement and activities, community and special events. This primary focus area for this position is responsible for contributing to the safety and successful operations at the Astoria Aquatic center by promoting water safety, enforcing rules, monitoring patrons, maintaining vigilance, providing first aid and providing leadership in support of the work of head lifeguards, lead lifeguards, lifeguards and front desk staff at the Aquatic Center.
Head Lifeguard
We have one vacancy to fill. In the event a candidate does not meet the complete minimum requirements for the Aquatics Recreation Coordinator position, they could be considered for the position of Head Lifeguard and pay would be based on the approved pay range for Head Lifeguard. ESSENTIAL FUNCTIONS
  • Performs as a lifeguard on pool deck at the aquatic facility.
    • Maintains constant surveillance of the patrons in the facility through proactive scanning patterns
    • Ensures the safety of patrons by preventing and responding to emergencies immediately and appropriately.
    • Provides leadership, coaching or direction to Aquatic Center staff to ensure Emergency Action Plans are followed.
  • Acts in a leadership role for aquatics operations
    • Provides training, coaching and feedback to Aquatic Center staff during initial training and monthly in-service trainings on standard operating procedures and Ellis & Associates lifeguard certifications
    • Assists with shift scheduling, planned rotation intervals and on and off deck rotation assignments
    • Provides feedback and coaching to lifeguards and lead lifeguards in order to improve performance and ability to respond in the event of an emergency
  • Participates in routine care and maintenance of Aquatic Center facility
    • Performs and assigns janitorial tasks throughout the facility
    • Provides support in carrying out routine mechanical/chemical checks and adjustments to ensure that heating and chemical delivery systems are operating correctly.
  • Implements, plans, promotes, supports, and reviews participation and program effectiveness in recreation services, activities and events in various program areas:
    • Aquatics: lifeguard training, swim lessons, swim team.
    • Fitness: monitors gym equipment, promotes & possibly teaches fitness courses, organizes instructors
    • Youth & Adult Sports: Organizes sports leagues, camps and clinics.
    • Youth Engagement & Activities: Arts and Crafts in Parks, S.T.E.A.M. Classes, Nature-based Learning Programs, First Aid/CPR Courses, Life-skills Instruction, etc.
    • Community & Special Events: Free Movies in the Park, Holiday Celebrations, Volunteer Clean-ups, Astoria Regatta Celebration, Fun Runs, Run on the River ½ Marathon, etc.
  • Contributes to daily facility responsibilities for operations, programming, administrative tasks, maintenance and appearance and performs custodial duties.
  • Interacts in a positive and professional manner with the general public, program participants, community groups, local businesses, co-workers and supervisors.
  • Supports supervisor in the recruitment and hiring process and acts as a trainer for part-time staff and volunteers.
  • Collaborates with community agencies, local businesses and other organizations towards the development of cooperative programming.
  • Performs community outreach to organizations and local businesses to promote, expand, and support engagement in aquatics programs in coordination with the Aquatics Manager and Parks & Recreation Director.
  • Assists direct supervisor and Parks and Recreation Director with ensuring aquatics programs and special events are implemented according to contracts and agreements.
  • Participates in the monitoring of assigned program budgets at the direction of Aquatics Manager and Parks & Recreation Director.
  • Assists in drafting professionally written documents for program materials, scheduling, meetings, trainings and other communications.
  • Guides part time staff and volunteers in upholding accountability and expectation standards of the City of Astoria and the Parks and Recreation Department as assigned by the Aquatics Manager.
  • Carries out administrative tasks in support of Department operations and interacts directly with patrons and the public to assist in routine clerical activities.
  • Proficiently utilizes the department's recreation software system and point of sale platform to carry out electronic processes and procedures
  • Maintains punctual, regular and predictable attendance.
  • Works collaboratively in a team environment with a spirit of cooperation.
  • Respectfully takes direction from direct supervisor and Parks & Recreation Director.
  • Follows all safety rules and procedures established for various work areas.
  • Follows policies, procedures, and guidelines as described in department directives and the City of Astoria Personnel Manual and other documentation related to this position.
KNOWLEDGE, SKILLS & ABILITIES
  • Knowledge of aquatics operations and advanced lifeguarding techniques
  • Excellent oral and written communication skills
  • Ability to work independently on assigned tasks
  • Ability to provide excellent customer service related to concerns and questions by the public
  • Ability to utilize the Department's recreation software management software, RecTrac
  • Experience with safe handling of hazardous chemicals including chlorine, bleach, and other cleaning products
  • Excellent verbal communication skills for all ages and abilities for regular communications, presentations and course instruction.
  • Excellent written communication skills for regular communications, program handbooks, materials, forms and flyers.
  • Ability to work independently with initiative and discretion within established guidelines.
  • Ability to organize and lead large group activities.
  • Adaptable to dynamic and fast-paced workplaces.
  • Ability to lead co-workers in daily operational tasks and assignments
  • Knowledge of and experience working in municipal government.
SUPERVISORY RESPONSIBILITY
This position assists in a leadership capacity at the direction of the Aquatics Manager, Recreation Manager or Parks & Recreation Direction, but is not tasked with direct supervisory duties.
MINIMUM QUALIFICATIONS
Ability to perform essential job duties with or without reasonable accommodation and without posing a direct threat to safety or health of employee or others.   1. Associates Degree or equivalent.
  2. 3 years minimum experience lifeguarding/aquatics background, preferably in a leadership role or any combination of experience, education or training which demonstrates the knowledge, skills and abilities to perform the described duties.
  3. Possession of or ability to obtain a valid Driver's License; safe driving record.
  4. Possession of or ability to obtain CPR and First Aid certification.
  5. Possession of or ability to obtain lifeguard instructor certification
  6. Certification, or the ability to obtain within 6 months, Ellis and Associates Lifeguard Instructor
DESIRABLE QUALIFICATIONS
  1. Experience administering learn-to-swim programs
  2. Certified Pool Operator or Aquatic Facility Operator
  3. Detailed knowledge of routine operations at the Astoria Aquatic Center
WORK ENVIRONMENT
Work takes place at the Astoria Aquatic Center in and around pools and aquatics chemical and mechanical infrastructure. Conditions can be wet, slippery and humid. Work may be performed with and around chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes where proper safety protocols must be followed.
Must be physically able to perform all skills required of the lifeguard certification. Specific auditory requirements including hearing noises and distress signals in the aquatic environment. Noise level in the work environment is usually moderate to loud. Specific vision abilities required include close vision, distance vision and the ability to see and observe all sections of an assigned zone or area of responsibility in the pool area.
Must be able to remain alert with no lapses of consciousness, react to emergency situations by quick movements, strenuous activity, and on occasion assist or lift persons in distress of varying weights. The employee must occasionally lift and/or move up to 50 pounds. Sitting, standing or walking for various lengths of time is required depending on assignment.
