This is skilled craft work in airframe and power plant mechanical repairs, maintenance and inspection of fixed and rotary wing aircraft and components.  Work requires thorough knowledge of the policies, methods, standards and procedures governing aircraft and engine repairs, maintenance and inspections which involves the use of specialized skills in troubleshooting, repairing, modifying and overhauling aircraft and components.  May assign, monitor, and review the work of others.  Contacts require courtesy, tact, and effectiveness in dealing with others for the purpose of requesting or providing information, asking questions or obtaining clarification; interaction with the general public including responding to general inquiries, participating in outreach and educational programs, and representing the division at meetings as needed. Work is performed following established methods, practices, and procedures which are substantially diversified and require the use of judgment in searching for solutions or new applications.  Work is performed indoors and outdoors, where there are some risks and hazards, including contact with hazardous materials such as aviation fuel, corrosive materials, and pesticides but they are known, predictable, and controllable. Operates a motor vehicle, tow tractor, forklift, hoist, air compressor, welding equipment, standard mechanical tools  testing equipment and standard office equipment such as personal computer.  Physical demands consist of climbing ladders to heights up to 15 feet; stooping, bending and reaching; and occasionally lifting objects weighing 50 pounds or more.  Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, or well-defined policies, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and policies.

Examples of Work
  • Troubleshoots repairs, modifies, overhauls, and maintains aircraft, engines and components including electrical avionic systems, reciprocating and turbine power plants, air conditioning systems and hydraulic and pneumatic systems.
  • Performs inspections, non-destructive testing, and rotor system analysis and flight tests of aircraft.
  • Performs sheet metal repairs and alterations and restores aircraft to original configuration.
  • Maintains records and reports such as time sheets, work sheets and inspection reports.
  • Operates and maintains equipment such as tow tractor, forklift, hoist, air compressor, welding equipment, standard shop tools, and testing apparatus.
  • Operates a vehicle to pick up supplies and transport heavy equipment and hazardous material.
  • Depending on assignment, responds to emergency activation and recovery in accordance with administrative direction.
  • Operates standard office equipment such as personal computer using word, spreadsheet, database, mobile devices and other related applications.
  • Cleans and maintains shop and stockroom.
  • Inputs and retrieves inventory data on computer.
  • Depending on assignment, flies in aircraft as inspector and/or crewmember when necessary.
  • Depending upon assignment, installs, repairs, maintains and removes aerial spray equipment to support mosquito abatement projects.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.
Knowledge, Skills and Abilities
  • Knowledge of policies, methods, standards, and procedures for aircraft and engine repairs, maintenance and inspections.
  • Knowledge of FAA rules and regulations.
  • Knowledge of the safety hazards and procedures relating to aircraft maintenance.
  • Depending upon assignment, knowledge of chemicals used in the control of mosquitoes.
  • Skill in repairing, overhauling and maintaining aircraft, engines and related equipment.
  • Skill in the use of hand and power tools and equipment associated with aircraft maintenance.
  • Ability to perform inspections, non-destructive testing, rotor system analysis and flight tests.
  • Ability to read and comprehend work-related materials such as technical journals and regulations.
  • Ability to maintain records and reports.
  • Ability to input and retrieve inventory data.
  • Ability to clean and maintain work area.
  • Ability to climb ladders to heights up to 15 feet; stoop, bend and reach; and lift objects weighing 50 pounds or more.
  • Depending upon assignment, ability to operate a motor vehicle and transport pesticides and aviation fuel.
  • Ability to operate standard office equipment such as personal computer using word, spreadsheet, database, mobile devices and other related applications.
  • Ability to operate a vehicle to pick up supplies and transport heavy equipment.
  • Ability to distinguish color-coded wiring in aircraft.
Open Requirements/Supplemental Information
  • Four years of skilled technical experience in maintaining, repairing and inspecting aircraft and components as a certified A&P Mechanic.  
  • Must be free from color blindness.
 LICENSING/CERTIFICATION/REGISTRATION:   
  • Must possess a valid A&P Airframe and Power plant Mechanic's License issued by the Federal Aviation Administration (FAA). 
  • Must possess or obtain within the six-month probationary period a certificate of completion as a Refrigerant Recovery Operator and maintain same during employment in this class.  
  • A valid driver's license is required prior to appointment and must be maintained during employment in this class. 
  • City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain, and maintain during employment in this class. 
OTHER REQUIREMENTS:
  • The probationary period for this class is six months. 
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (0401).  Upon appointment to this class, must possess minimum essential hand tools of the trade as required by the assigned department.
