To provide timely and accurate code and standards compliance during the construction and/or renovation of all building projects in conformance with the contract documents consistent with district goals.

QUALIFICATIONS:
Provisional:

1. Associates or Bachelor’s degree in the field of construction or a related field and experience which totals four (4) years, with at least one (1) year of experience in construction, building code inspection or –
2. High School Diploma or technical/vocational education in the field of construction or a related field and experience which totals four (4) years with at least one (1) year of experience in construction, building code inspection
3. Must be able to obtain Florida Building Code Inspector Certification (FL468.609) within 120 days from date of hire and a standard license within one (1) year of employment in one (1) construction disciplines (Building, Mechanical, Plumbing, Electrical). Training will be provided by OCPS.
4. Must possess and maintain a valid Florida driver’s license

Inspector I:

1. High School diploma or technical/vocational education in the field of construction or a related field and experience which totals four (4) years, with at least one (1) year of such total being experience in construction, building code inspection.
2. Must possess a State of Florida standard license as a Building Code Inspector in at least one (1) discipline of either Building, Mechanical, Plumbing or Electrical
3. Must possess and maintain a valid Florida driver’s license.

Inspector II:

1. High School diploma or technical/vocational education in the field of construction or a related field and experience which totals four (4) years, with at least one (1) year of such total being experience in construction, building code inspection.
2. Must possess a State of Florida standard license as a Building Code Inspector in at least two (2) disciplines of either Building, Mechanical, Plumbing or Electrical
3. Must possess and maintain a valid Florida driver’s license

Inspector III:

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge, training, and experience in the administration of technical code enforcement. Knowledge of trade discipline to which assigned including all applicable codes. Working knowledge of DOE regulations and experience in the implementation of Florida Statutes and State Requirements for Educational Facilities with regard to design and construction of educational facilities. Current knowledge of Florida Building Code, NEC, OSHA, EPA, NFPA, Florida Energy Code, Florida Accessibility Code, FEMA and ASHRAE. Skilled in reading construction plans and administration of technical codes on multiple projects occurring concurrently. Ability to detect defects in materials and work quality, and in plans and specifications. Ability to operate an automobile in order to visit construction sites as necessary to resolve plan changes and deficiencies. Ability to interact with management and classified personnel and make sound technical decisions. Skilled in oral and written communications with a focus on customer service. Ability to maintain compliance records, prepare and present oral and written reports of a technical nature. Experience with building construction methods, materials, and processes.
REPORTS TO: Manager, Building Code Compliance
SUPERVISES: No direct supervision; however, will provide consistent code interpretations and guidance to OCPS and contracted inspection staff within the specified discipline.

PHYSICAL REQUIREMENT:
Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently. Driving: Required operation of a passenger vehicle. Must inspect facilities requiring walking and climbing stairs.

PERFORMANCE RESPONSIBILITIES:
* Manifest a professional code of ethics and values.

* Manage all operations and functions within the unit consistent with district goals.
* With and through staff, develop plans and identify district goals for each section in the unit.
* Review plans and specifications for compliance with applicable laws, codes, and accepted industry standards.
* Conduct spot inspections to verify contractor and compliance with work force composition and other District requirements for contractors and subcontractors (such as voluntary safety programs OSHA, Drug-free workplace, etc.).
* Prepare inspection reports utilizing written materials, photographs, video, and other media to document contractor compliance with contract requirements and applicable codes and standards.
* Perform site inspections to resolve conflicts regarding deviations from approved plans and specifications, provide plan/code interpretations, and/or provide guidance and technical assistance to inspectors.
* Inspect contractor's work to ensure compliance with contract documents, approved shop drawings, State Board of Education rules, all applicable codes, standards, and approved practices for quality control.
* Monitor all testing performed in the field, i.e., soil test borings and compaction tests, concrete slump tests; monitor special testing in the laboratory, if required.
* Observe inspections provided by municipal and other jurisdictional authorities relative to work in rights-of-way, off-site, or other project specific requirements.
* Monitor project progress in relation to construction schedule and report quickly all unacceptable work, provide re-inspection and report on the contractor’s correction of defective work.
* Conduct spot inspections to verify the maintenance of as-built drawings and verify variations in the work from the latest drawings and specifications.
* Attend and participate in field meetings with project consultant, contractor, and Facilities Department personnel, as requested.
* Assist in the development of departmental inspection checklists, protocols, guidelines, and procedures.
* Assist in the inspection and evaluation of candidate properties facilities being considered for district purchase/use, as needed.
* Provide occupancy inspections and certifications as required by the State requirements for educational facilities.
* Assist in solving field problems through recommendation and coordination with the Project Management team.
* Conduct inspections at substantial completion, final completion, and one-year guarantee periods.
* Provide input to BCCO in the preparation of consultant, architects/engineers, design professionals and contractor Performance Evaluation Reports.
* Provide necessary information for any pending litigations.
* Participate successfully in training programs offered to increase skill and proficiency related to the assignments.
* Review current developments, literature and technical sources of information related to job responsibility.
* Ensure adherence to good safety procedures.
* Consult with architects, engineers, project managers, contractors, and other interested persons to explain code requirements and resolve design and construction problems.
* Attend pre-construction meetings to provide technical input regarding codes, standards, and inspections.
* Keep the Manager, Building Code Compliance informed of critical issues within the unit and incidents about which the Superintendent and/or the Board should be made aware.
* Keep abreast of new code developments and facilitates staff training in specified discipline.
* Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s initiatives.
