NMPSIA was created by the NM Legislature in 1986 to serve as a purchasing agency for public school districts, post-secondary educational entities and charter Schools. Through NMPSIA, member schools are afforded the opportunity to offer quality employee benefit and risk coverages. NMPSIA currently provides benefit and risk coverage to all public school districts except Albuquerque Public Schools, all charter schools, and other educational entities.

Why does the job exist?

This position serves as the Benefits/Wellness Manager for the New Mexico Public Schools Insurance Authority (NMPSIA) and oversees Benefits and Wellness duties, benefit program oversight, board meeting coordination, benefit staff management, and customer service for the Benefits Division and supports the Deputy Director for approximately 78,246 members enrolled in health benefits with 88 School Districts, 100 Charter Schools, 26 other educational entities, and self-pay groups.

How does it get done?

Manages NMPSIA medical benefits that consist of self-insured medical, prescription drug, and dental plans and fully insured vision, life, and disability plans.
Participate and evaluate in the health insurance Request for Proposals (RFP¿s).
Plan and conduct statewide employee benefits enrollment/administration training and presentations.
Represent the agency at conferences, hearings, and legislative activities.
Analyze all monthly benefits/wellness information to identify trends and measure the success of programs, review any upcoming or passed legislation.
Review benefit/wellness plan design and summary plan descriptions, review benefit/wellness utilization, as well as analyze population health gaps within NMPSIA carriers.
Develop strategies to improve member adherence and engagement and maintain a five-year benefits/wellness strategic plan.
Assist in the benefit premium rate-setting process.
Research and make determinations on claim/eligibility appeals and resolve escalated member claim issues.
Analyze and troubleshoot major issues with contracted insurance carriers.
Provide direction to third-party administrators and insurance carriers.
Audit benefit carrier contracts and transactions to ensure all terms of the contract are met.
Creates and delivers presentations at monthly NMPSIA Committee and Board meetings.
Supervise, provide leadership, and direction to two employees of the Benefits division.

Who are the customers?

The Benefits/Wellness Manager oversees Benefits and Wellness duties for approximately 78,246 members with benefits enrollment at 88 School Districts, 100 Charter Schools, 26 other educational entities, and self-pay groups. In addition, the position serves NMPSIA employees, Board members, Committee members, contracted carriers, partnering organizations and agencies, constituents, and the community.

Ideal Candidate

Experience with presenting to small and large groups using various modes of technology.
Experience in assessing and resolving benefit customer service matters.
Experience analyzing data and creating reports.
Experience in Microsoft products for letter and memorandum writing, worksheet creation and data manipulation, and presentation decks.
Experience with multi-tasking to meet deadlines.
Ability to work in teams and individually.

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Working Conditions

Work is usually performed in an office setting with extensive exposure to visual/video display terminal, laptop computer, multiple monitor displays, and desk and cell phone usage. Sitting, some standing, bending and reaching may be required. Long distance travel throughout the state to include overnight hotel stays is required. Extended hours and weekends may be required.
