Job description

Overview
The primary purpose of the Quality Engineer (QE) position at PNNL is to support Science and Technology (S&T) projects in establishing effective Quality Assurance (QA) and Quality Control (QC) processes and practices - with the overall impact of mitigating risk and ensuring compliance, while striving for increased efficiency and effectiveness of project execution. The QE is the primary deployed resource for the Quality Division within Performance Management, working directly with Quality Managers, Project Managers, and project staff to achieve this impact. The QE is responsible and accountable for delivering (i.e., planning, implementing, and assuring effectiveness) all elements of PNNL's Quality Management Program as well as compliance to project-specific requirements that may exist. Overall, the successful Quality Engineer will have a demonstrated track record of leadership, and a broad-based exposure to quality-related techniques and methodologies across QA/QC.
Responsibilities
As an Analytical Chemistry Quality Engineer, you will play a pivotal role in providing advice, facilitation, training, assessment, and other services related to the development, administration, and technical aspects of quality or assurance programs administered at various organizational levels (e.g., Board, PNNL, program, project, etc.). You will serve as a subject matter expert (SME) in some or all aspects of quality or assurance fields, including planning or directing activities concerned with contractor assurance or quality standards, such as ASME NQA-1, Good Laboratory Practices, ISO 9001, 17025, etc. In addition, as a deployed resource to the Research and Development and/or Management and Operations directorates, you will serve as a relationship manager and/or resource deployment manager for Quality Assurance and Contractor Assurance Programs and resources. Responsible for deploying requirements, systems, processes, tools, analytics, and capabilities required to lead and/or enable quality and performance management to serve the strategic, organizational, operations and project needs of the assigned directorate.
Qualifications
Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience

Preferred Qualifications:
  • Experience with Federal and State regulatory statutes that apply to Analytical Chemistry laboratories (i.e. RCRA, CERCLA and Ecology/Health requirements).
  • Experience in Analytical Chemistry and technical reviews of laboratory generated documents/research.
  • Experience performing surveillances, audits, and assessments to ISO 9001, ISO/IEC 17025, NQA-1 or other similar types of standards.
  • Ability to review laboratory data packages for conformance with QC acceptance criteria and performance with respect to compliance with requirements defined in customer documents.
  • Experience with Corrective Actions (Nonconformances, Findings, Lessons Learned, etc.), Apparent Cause Analysis (ACA), Root Cause Analysis (RCA) and the modeling of sustainable solutions.
  • Familiarity with statistical methods, survey sampling, process variation & Failure Mode and Effects Analysis (FMEA), trending and control charts, Design of Experiment (DOE), and risk evaluation scoring techniques.
  • Ability to review Quality Assurance Plans (QAP), Statements of Work (SOW), and Test Instructions while applying the appropriate technical writing and composition skills matching procedures to requirements Experience in quality program development, maintenance and implementation.
  • A holder or past holder of any of the following certifications/license: ASQ CQE, CSQE, CQA, Lean/Six Sigma.

Ideally, a candidate would have a background in one or more of the following, but it is not required to apply:
  • Experience working in a highly regulated environment/industry with a robust Environment, Health, Safety, and Quality (EHS&Q) culture. (e.g. nuclear, food, oil and gas, transportation, medical, pharmaceutical, aerospace, etc.).
  • Experience and practice with any of the following: ASME NQA-1, DOE O414.1D, ISO 9001, ISO/IEC 17025, 10 CFR 50 App B, 10 CFR Part 21, 10 CFR Part 71, and/or 10 CFR 830 requirements, and Industrial Hygiene/EH&S standards.
  • Experience with M&TE and their application to analytical balances.
  • Review of analytical results generated by at least one of the following tests/methods: ICP, ICP-MS, GC-MS, Ion Chromatographic methods, Spectrometry, Total Organic Carbon, Wet Chemistry Testing, wastewater testing, air particulate testing, radiochemistry, and Mixed Analyte Performance Evaluation Program (MAPEP), EPA SW-846 RCRA Methods, and air chemistry methods.
  • Familiarity with or applicable background to understand and apply Hanford Analytical Services Quality Assurance Document (HASQARD).

This position requires the ability to obtain and maintain a federal security clearance.

* Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
* Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Testing Designated Position
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
