Job description

SUMMARY

Arcticom, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Analyst Specialist IVfor The Bureau of Global Talent Management (GTM), Office of Talent Acquisition (TAC). This position is a full-time Program Assistants position to assist the office with various functions related to recruiting, examination, and onboarding efforts.

This position is self-managed and works independently at the direction of the government which is directly related to the business operation supporting the Foreign Service objectives. The Analyst Specialist IV works independently performing his/her primary duties directly related to providing timely guidance to internal stakeholders on candidate files, priorities, and equities. Will lead the coordination with the team’s government supervisor, prepare draft guidance on priorities for Division and Office leadership. The Analyst Specialist IV uses independent decision-making necessary for all aspects of evaluating and managing the automated personnel system of Foreign Service Interns.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assist with all aspects of evaluating and managing the automated personnel system
  • Review new Foreign Service Specialist applications and enter into database
  • Uses discretion and independent judgement in performance of duties.
  • Follow-up on applications that lack required documents
  • Correspond with applicants during the evaluation process
  • Serve as point of contact to applicants during initial application process Create and document application procedures for a high-volume recruiting environment
  • Update job announcements, prepare new announcements and cables.
  • Maintains required statistical data
  • Arranges for participation of subject matter experts in the application process
  • Assist in managing the oral assessment process, to include providing guidance to candidates on assessment rules and regulations, candidate and assessors' scheduling, and preparation of test materials.
  • Follow up with personnel actions, medical clearances and security clearance information.
  • Prepare, receive, and process applications and forms related to employment of Foreign Service Officers.
  • Input travel order information.
  • Review/verify appointment packets.
  • Contact other government agencies for employment data and release dates.
  • Input Security information for Department of State to start investigations on potential Foreign Service Officers.
  • Research security issues that potential FS officers may question.
  • Assist with the recruitment and processing of Foreign Service Officer appointments and conducts employee orientations.
  • Develop benefit packages for new employees.
  • Update list of eligible hire report.
  • Review/verify appointment packets.
  • Process personnel actions.

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)

  • Current Secret Clearance
  • Bachelor’s Degree
  • Three years of experience

NECESSARY PHYSICAL REQUIREMENTS

Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of the time is spent sitting in a comfortable position with frequent opportunities to move about.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS

  • This position is not subject to federal requirements regarding the Department of Transportation’s “safety-sensitive” functions.

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.

  • This position is self-managed and works at the direction of the government and is directly related to the business operation supporting the customer’s objectives.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
