Description of Job

About the Unit
 The Analyst IV, Senior Systems Analyst works in the Colorado Department of Transportation's (CDOT's)  Data Program & Project Analysis unit.  The unit exists to collaboratively foster the increasing use of technological application/support principles and methodologies as a means to improve engineering practices in transportation. The unit’s goal is to ensure efficient and cross functional technology methods and architecture to obtain complete and accurate data that can be used to facilitate all areas of engineering:  specialty, design, pre-construction, construction, materials, and project management. The unit provides a high level of engineering system support determining business requirements and rules governing differential access according to department and customer needs. In doing so, it provides application strategic direction, needs analysis, software product direction for selection and implementation, process enhancement, and system operational guidance for supported solutions for all transportation regions across the State of Colorado.
 
 About the Position
 This Senior System Analyst supports the unit’s pre-construction and document management systems. This position will serve as a subject matter expert/staff authority and lead analyst for pre-construction and document management systems that provide application services, system analysis and evaluation for software solutions including ProjectWise and PMWeb Pre-Construction and Planning. The Analyst compiles, analyzes, and interprets the vast amount of complex engineering system processes utilized by document management and pre-construction systems across CDOT. This position clarifies chosen methods to both end users within and outside of CDOT with respect to system concepts, where there are unfamiliar/new applications beyond current methods.  This position will be responsible for determining the system support processes, system requirements and designing system support operations for use in QA/QC activities for resolving data collection issues. The Analyst will incorporate patterns of system support that needs to be customized for each solution supported.  This position is responsible for generating complex data analysis to determine data entry issues which will require adaptations of processes and recommended system configurations for better results. The position analyzes services, needed system requirements, and trends, facilitates user requests and responses, and collaborates with the Office of Information Technology (OIT) for areas of system issue resolution and enhancement.
 
Major duties and responsibilities include, but are not limited to:
Pre-Construction Systems 

  • Serves as an expert to develop, evaluate, and maintain systems and methods for collecting, processing, summarizing, analyzing, storing, archiving, retrieving and reporting data for pre-construction engineering systems following the overall guidance set forth by the Chief Engineer and associated procedural directives. 
  • Provides a unique level of expertise in investigating system quality problems to determine cause (i.e., hardware, software, user error, lack of training, need for clarity in program guidance, etc.) and formulates judgments to evaluate options and develop and implement solutions that meet standards and criteria.  
  • Develops system guidelines to validate decisions on system quality problems and identifies methods to improve system quality using those guidelines.   
  • Performs ad hoc data analysis for supported pre-construction engineering systems and CDOT regions in respect to the data collection requirements or reporting requirements that are needed as determined by work processes.   
  • Collaborates with the CDOT statewide regions for data collection issues and determines patterns of inaccurate/error of data collection.
  • Collect and define system requirements as needed for additional functionality being requested for implementation.
Document Management Systems 
  • Serves as an expert to develop, evaluate, and maintain systems and methods for storing, archiving and retaining electronic documents within document management systems following the overall guidance set forth by Office of Policy and Government Relations (OPGR).
  • Provides a unique level of expertise in investigating system quality problems to determine cause (i.e., hardware, software, user error, lack of training, need for clarity in program guidance, etc.) and formulates judgments to evaluate options, develop and implement solutions that meet standards and criteria.  
  • Develops system guidelines to validate system quality decisions and identifies methods to improve system quality using those guidelines.  
  • Provides input to management on items to include in the contract and appropriate spending levels.  
  • Proposes ideas to management and assists other units in implementing electronic document process improvements.
  • Serves as the central point of contact for CDOT with the Office of Information Technology and CDOT Records Management for ProjectWise, ensuring consistent and accurate messaging and scheduling of priorities.
  • Collect and define system requirements as needed for additional functionality being requested for implementation.
Communication
  • Communicates regularly with users to integrate best practices and provides direction to users to ensure quality and on-time completion of deliverables. 
  • Participates in identifying and writing communications that cover the system process changes.  
Software Testing/Improvements
  • Tests upcoming and/or new versions of supported applications.   
  • Evaluates and reviews system business requirements and determines the potential impact changes will have on current system processes.
  • Provides system improvements to the Office of Information Technology enterprise applications team based on system processes and business requirements.    
  • Gathers information from testing new releases in relation to established business processes. Performs fit-gap analysis and compares requests to rules, regulations, and procedures. 
  • Participates in meetings to gather information to document current processes inside and outside of the construction systems to ensure that these processes are kept up to date through research and attention to evolving needs.
Work Environment:
  • Daytime work hours, Monday - Friday
  • The schedule can be a hybrid schedule with a combination of in-office and remote work.
  • Occasional overnight travel 1-3 times a year throughout Colorado

Minimum Qualifications

  • Seven years of experience which included:
    • Four years of experience in Business Administration, Public Administration, Computer Science, Information Technology, Information Management, Engineering, Engineering Technology, Construction Management or a field closely to the Major Job Duties
    • AND three years of professional experience integrating business needs and processes with software functionality; performing unit testing, configuration management and release management, as well as troubleshooting end user computer issues. 
OR
 
  • A bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Computer Science, Information Technology, Information Management, Engineering, Engineering Technology, Construction Management or a closely related degree (A copy of your transcript must be submitted to verify this requirement.) 
  • AND at least 3 years of professional experience integrating business needs and processes with software functionality; performing unit testing, configuration management and release management, as well as troubleshooting end user computer issues. 
OR
  • A Master's degree from an accredited college or university in Business Administration, Public Administration, Computer Science, Information Technology, Information Management, Engineering, Engineering Technology, Construction Management or a closely related degree (A copy of your transcript must be submitted to verify this requirement.) 
  • AND at least one year of professional experience integrating business needs and processes with software functionality; performing unit testing, configuration management and release management, as well as troubleshooting end user computer issues. 
OR
  • A Master's Degree plus one year of coursework or a Doctorate Degree from an accredited college or university in Business Administration, Public Administration, Computer Science, Information Technology, Information Management, Engineering, Engineering Technology, Construction Management or a closely related degree (A copy of your transcript must be submitted to verify this requirement.)

 The Exceptional Applicant will be an experienced Systems Analyst with proven ability or accomplishment in the following:
