Position Summary
Under the general direction of the AMI Application and Integration Manager, or Director of Customer Information Systems, the AMI Technical Analyst will work with various San Jose Water (SJW) divisions as well as outside system vendors to identify, troubleshoot, and resolve network/data/systems issues related to the planned AMI Head End System (HES), Meter Data Management Systems (MDMS), and Customer Utility Portal for the optimal operations of the customer billing function and a wide range of other utility applications. In addition, the AMI Technical Analyst will assure the continuity of valid data from AMI endpoints to the base stations and then to the AMI headend system and communication to subsequent AMI systems. Additionally, the AMI Technical Analyst will develop new reports and customize existing system reports tracking all aspects of the AMI infrastructure as requested/required by various business groups within SJWC.
Specific Responsibilities
- Assure the continuity and validity of meter data from meter end points to base station, base station to Sensus RNI headend system and subsequent delivery of that meter data to other AMI systems for validation, billing calculation and customer review and analysis.
- Understand AMI Metering Networks data flow with ability to learn and understand specifics of SJWC's implementation of AMI.
- During the start of the AMI implementation effort at SJWC, assist and subsequently monitor/support with the setup and operation of WOMS (work order management system) to be used by meter installation services vendor. This system will track progress, supply daily installation inventory and locations, report successful installs and those installs not done and exchange all installation information daily with existing meter asset system.
- Monitor and detect anomalies and exceptions to the quality standards for the data at various monitoring points in the measure, transfer/acquisition, validation, and subsequent billing calculation steps of metering data flow.
- Understand how meter configuration affects billing and the ability to identify and troubleshoot meter configuration issues with emphasis on how to correct and resolve any consequences resulting from incorrect meter configurations.
- Understand, and be able to diagnose root causes and troubleshoot and provide solutions for anomalies in all aspects of AMI data flow and subsequent business processes using that data. This shall include but is not limited to:
- Sync-file troubleshooting between AMI and CIS systems
- Meter read download/upload file troubleshooting.
- FTP support for AMI sync-files processes
- Knowledge of meter read and billing cycles changes, off-cycle billing requests.
- Ability to review Field Activity data and understand possible outcomes of meter changes, meter installs, stop/starts, meter removals as they might affect AMI data.
This would include working with appropriate SJWC divisions or external resources (vendors) in order to resolve any issues.
- Monitor AMI network performance from base station data collection to delivery to the headend systems and subsequent AMI systems with the intent of always trying to improve performance, enhance secure data transfers and increase validity of data at all aspects of the data flow.
- Contribute to immediate and long-term strategies for AMI systems at SJWC ensuring that the system continues to meet business needs of SWJC; manage excellent relationships with various vendors involved in SJWC's AMI Implementation; liaison to all company divisions/groups as knowledgeable representative of SJWC's AMI Implementation Team.
- Administer user access/authorizations to various AMI systems for SJWC users with needs for metering data.
- Serve as the expert in customer data and reporting needs.
- Perform other duties as assigned.
Required Knowledge Skills & Abilities

Required Education and Experience
- Educational Preferences: Bachelor's degree in computer science or computer information systems/management information systems or any other Science/Engineering field required.
- At least five or more years of experience in technology, communications systems, or distribution operations.
- Good interpersonal skills and ability to work with and across Customer Services, Metering Shop, Field Services, SCADA group and Distribution Systems at SJWC.
- Knowledge of change management process at SJWC and how to create, assign and manage lifecycle of change management requests.
- Ability to manage complex technology and business issues with experience in computer system maintenance, support/operations and creating system health reports.
- A good knowledge of Oracle SQL using SQL Developer as primary tool for writing queries against various data sources involving AMI and possibly other databases.
- Experience with business process design is desirable as well as excellent documentation skills for describing complex systems and data flows both in their 'as is' and 'will be' states.
- Occasional irregular hours when required.
Other Requirements
Must possess a valid driver's license (minimum Class C) and have a satisfactory driving record.
