The Innovative Light-Duty Strategies Section, located within the Equitable Mobility Incentives Branch, is in immediate need of a qualified Air Pollution Specialist (APS) to join a team of professional staff that oversee a suite of incentive projects designed to increase access to zero-emission and near-zero emission light-duty vehicles. These projects include, but are not limited to, the Clean Vehicle Rebate Project and Financing Assistance for Lower-Income Consumers. In addition, these projects have a focus on increasing access to lower-income residents, including those living in low-income and disadvantaged communities. This exciting section implements critical air quality and climate change programs, as well as develops policy and educates the public on these important initiatives. This position also works closely with and may assist with related projects across the branch and across the division.
The primary responsibilities of this position are to identify, assess, and prioritize innovative, cost-effective mobile source control strategies that reduce criteria and toxic air pollutants, as well as greenhouse gases to provide incentives for cost-effective and equitable approaches that achieve the goals of the Air Quality Improvement Program (AQIP) and low carbon transportation Greenhouse Gas Reduction Fund (GGRF) investments. This is accomplished through incentives policy development and the day-to-day implementation of projects overseen by the section. The position may coordinate with non-profit and community-based entities, local air districts, U.S. EPA, State agencies, the Legislature, as well as industry stakeholders to ensure that the incentive programs are developed and implemented with public input considering the policies and regulations set by CARB. This position will be responsible for leading public meetings on topics that are political-in-nature, drafting key components of an annual Funding Plan, and supporting the development of solicitations and implementation of grants.

Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework.
