Job Duties
The Virginia State Police is seeking to hire an Agency Management Lead Analyst at the State Police Headquarters in North Chesterfield, Virginia. This Virginia Fusion Center position will support local, state, and federal law enforcement agencies on investigations related to gaming enforcement in the Commonwealth. The Lead Analyst will collect, collate, and present the trends and patterns of illegal gambling and related crimes. This includes assistance with ArcGIS to provide a dashboard of the information for ready access to stakeholders. The Lead Analyst will become a subject matter expert in strategic and tactical analysis to address questions aiding in the directional need of the operations.

• Provides timely, accurate and objective all-source intelligence analysis on illegal gaming networks and offense trends to local, state, and federal investigators, public safety executives, and state policy makers.
• Conducts analysis of considerable difficulty utilizing incomplete and sometimes contradictory data to identify methods, trends, and patterns relating to illegal gaming activity throughout the Commonwealth of Virginia. • Delivers analytic case support to local, state, and federal criminal investigations. Analytic case support includes but is not limited to supporting grand jury investigations, search warrant preparation, intelligence operations, criminal network analysis, telephone toll analysis, Geographic Information System (GIS) analysis, social network analysis, temporal analysis, and open-source analysis.
• Produces charts and graphics as needed in support of active criminal investigations related to illegal gaming. • Produces written intelligence reports regarding case specific criminal activity. Supports follow-up of NSI-Suspicious Activity Reporting impacting Virginia State Police (VSP).
• Testifies in court regarding analysis conducted in support of illegal gaming investigations.
• Drafts intelligence products, crafts and delivers intelligence briefings, and other intelligence products utilizing a diverse set of information technology-based analysis platforms specific to illegal gaming.
• Accurately inputs information into the Virginia Fusion Center (VFC) intelligence management system and conducts appropriate database research. Leverages multiple information technology based analytic platforms to include Arc GIS, Virginia Intelligence Management System (VIMS), I2 Analyst Notebook, Excel and PenLink in support of illegal gaming investigations.
• Accurately documents and analyzes financial transactions associated with criminal enterprises to reflect evidence of illegality, and profit by and/or for illegal means in support of illegal gaming investigations.
• Produces written intelligence products that support Department, legislative and gubernatorial policy development regarding gaming enforcement issues in the Commonwealth of Virginia.
• Identifies relevant intelligence or information that can be leveraged in the intelligence production cycle. Identifies key intelligence gaps and include in written intelligence products and briefings. Leverages analytic and critical thinking skills and methodologies to reduce or remove bias in analytic judgments.
• Crafts and delivers effective visual presentations leveraged in support of intelligence briefings regarding case development and support. Delivers intelligence briefings to a diverse customer base that encompasses a wide range of knowledge and skill sets.
• Coordinates with federal, state, and local partners during the intelligence production process to ensure inclusion and analysis of all relevant materials in the final intelligence product.
• Effectively reviews written intelligence products to ensure accurate and proper grammar, punctuation, report format, and classification of information.
• Coordinates the exchange of tactical, operational, and strategic intelligence regarding active criminal investigations or threats related to illegal gaming with those who have a need and right to know.
• Coordinates the exchange of tactical, operational, and strategic intelligence regarding Gaming Enforcement operations with those who have a need and right to know.
• Initiates and maintains contact with local law enforcement, fire/Emergency Management System (EMS) and emergency management community to encourage sharing of information and resources related to illegal gaming operations and/or networks.
• Initiates and maintains contact with federal law enforcement, military, and Homeland Security partners to facilitate sharing of information and resources related to illegal gaming operations and/or networks.
• Attends and/or coordinates regional intelligence and information sharing meetings regarding gaming enforcement.
• Cooperates with other law enforcement agencies and promotes a cooperative working relationship and promotes the pursuit of the Department's goals and objectives.
• Performs other duties assigned to assist in meeting the Virginia Fusion Center's mission, goals, and objectives which includes but is not limited to supporting the grant funding and expenditure process leveraged to fund this position, coordination of relevant training for public safety agencies, and participation in interview panels. Ensures compliance with Commonwealth of Virginia.
• Annually completes card holder training on proper card usage, security, and procurement guidelines, electronically, within the Department of Human Resource Management's Learning Center. Compliance as required by Executive Order Number Thirty-Five (2019).
• Develops, updates, and administers cross training plans and/or desk procedures for subordinate supervisors
• Addresses safety issues.
Minimum Qualifications
• Working knowledge of state and federal laws, and regulations relating to criminal intelligence and their proper application; of one or more information technology-based analysis platforms such as Palantir, PenLink, Excel, I2 Analyst Notebook; of Geographic Information System (GIS) applications to produce maps or other geographic intelligence reporting; and of supervisory principles, practices, and techniques.
• Skill in using computers to include Microsoft Office applications, and analytical applications (software) to produce text, tables, graphs, and charts.
• Working knowledge of the Environmental Systems Research Institute (ESRI) ArcGIS program to produce GIS based analytic products.
• Proven ability to research and analyze statistical data to reach sound analytic judgments.
• Have a sound understanding of how to verify the validity and reliability of information obtained from a variety of sources; and how to develop analytic assessments from diverse datasets and recognize contradictory and/or incomplete information.
• Must be effective in a team environment and to work independently.
• Must be able to prepare and deliver briefings related to analytical findings to a variety of audiences.
• Must establish and maintain cooperative relationships with government agency representatives, and relevant private sector partners.
• Must be able to proofread and edit written materials to ensure accuracy and completeness.
• Must be able to complete work under critical timelines to meet project objectives and deadlines; and oversee the work activities of analytic staff.
• High school graduate or equivalent.
• Must have a valid driver's license and ability to obtain a federal security clearance.
• Requires the ability to work rotating shifts, weekends, and holidays.
Additional Considerations
• Experience in the criminal justice field and/or analytical experience including criminal analytical training is preferred.
• Financial analysis experience or accounting background is preferred.
• Public safety experience or other broad scope governmental experience desired.
