Job Duties

The Virginia State Police (VSP) is seeking to hire a Lead Intelligence Analyst for the Virginia Fusion Center. This position is invested with a high degree of autonomy and responsibility. The successful candidate will be primarily tasked with tactical support of criminal investigations, intelligence and information sharing with Fusion Center partners and crafting intelligence products relevant to the Fusion Center's intelligence requirements. The Lead Intelligence Analyst will be a primary representative for the Virginia Fusion Center in VSP Division 5 at regional meetings and will be called on to deliver intelligence briefings for a variety of customers to include front line Troopers and high-ranking government officials.

Provides timely, accurate and objective all-source intelligence analysis on unsolved violent crimes, cold case investigations, mass casualty incidents and other public safety issues to local, state, and federal investigators, public safety executives, and state policy makers.
Conducts analysis of considerable difficulty utilizing incomplete and sometimes contradictory data to identify threats and show methods, trends, and patterns relating to violent criminal suspects and/or terrorist activity throughout the Commonwealth of Virginia.
Delivers analytic case support to local, state, and federal criminal investigations as requested or as directed. Analytic case support includes but is not limited to supporting grand jury investigations, search warrant preparation, intelligence operations, criminal network analysis, telephone toll analysis, Geographic Information System (GIS) analysis, social network analysis, temporal analysis, and open-source analysis.
Produces charts and graphics as needed in support of active criminal investigations.
Produces written intelligence reports regarding case specific criminal activity. Support follow-up of NSI-Suspicious Activity Reporting impacting Virginia State Police (VSP) Division V.
Testifies in court regarding analysis conducted in support in support of criminal investigations.
Drafts intelligence products, crafts and delivers intelligence briefings, and other intelligence products utilizing a diverse set of information technology-based analysis platforms.
Accurately inputs information into the Virginia Fusion Center (VFC) intelligence management system and conducts appropriate database research. Leverages multiple information technology based analytic platforms to include: Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS), Virginia Intelligence Management System (VIMS), I2 Analyst Notebook, Excel, and PenLink in support of criminal investigations.
Provides intelligence support activities to Unified Command structures leading up to and during significant special events within Virginia State Police Division V or other VSP Divisions as required.
Works individually, as a team member, or team manager to produce written intelligence products that address Virginia Fusion Center (VFC) intelligence requirements; produce written intelligence products that support Department, legislative and gubernatorial policy development regarding public safety issues in the Commonwealth of Virginia; and to produce threat assessments for special events.
Identifies relevant intelligence or information that can be leveraged in the intelligence production cycle. Identifies key intelligence gaps and include in written intelligence products and briefings. Leverages analytic and critical thinking skills and methodologies to reduce or remove bias in analytic judgements.
Crafts and delivers effective visual presentations leveraged in support of intelligence briefings. Delivers intelligence briefings to a diverse customer base that encompasses a wide range of knowledge and skill sets. Coordinates with Federal, state, and local partners during the intelligence production process to ensure inclusion and analysis of all relevant materials in the final intelligence product.
Effectively reviews written intelligence products to ensure accurate and proper grammar, punctuation, report format, and classification of information.
Coordinates the exchange of tactical, operational, and strategic intelligence regarding active criminal investigations or threats related to terrorism with those who have a need and right to know.
Coordinates the exchange of tactical, operational, and strategic intelligence regarding criminal threats to Division I with those who have a need and right to know.
Initiates and maintains contact with the Division V law enforcement, fire/EMS, and emergency management community to encourage sharing of information and resources related to domestic and international terrorism and criminal activity.
Initiates and maintains contact with Division V federal law enforcement, military, and Homeland Security partners to facilitate sharing of information and resources related to domestic and international terrorism and criminal activity.
Attends and/or coordinates regional intelligence and information sharing meetings regarding criminal or terrorist activity.
Cooperates with other law enforcement agencies and promotes a cooperative working relationship and promotes the pursuit of the Department's goals and objectives.
Addresses safety issues.
Develops, updates, and administers cross training plans and/or desk procedures for subordinate supervisors.
Annually completes card holder training on proper card usage, security, and procurement guidelines, electronically, within the Department of Human Resource Management's Learning Center.
Compliance as required by Executive Order Number Thirty-Five (2019).
Performs other duties assigned to assist in meeting the Virginia Fusion Center's mission, goals, and objectives which includes but is not limited to supporting the grant funding and expenditure process leveraged to fund this position, coordination of relevant training for public safety agencies, and participation in interview panels. Serves as an Environmental Systems Research Institute (ESRI) ArcGIS Administrator for the Virginia Fusion Center (VFC).

Minimum Qualifications

Working knowledge of state and federal laws, and regulations relating to criminal intelligence and their proper application; one or more information technology-based analysis platforms such as Palantir, PenLink, Excel, I2 Analyst Notebook; Geographic Information System (GIS) applications to produce maps or other geographic intelligence reporting; of supervisory principles, practices, and techniques; and of Environmental Systems Research Institute (ESR) Aeronautical Reconnaissance Coverage Geographic Information System (ArcGIS) program to produce geographic information system (GIS) based analytic products.
Skill in using computers to include Microsoft Office applications and analytical software applications to produce text, tables, graphs, and charts.
Proven ability to research and analyze statistical data to reach sound analytic judgments; to verify the validity and reliability of information obtained from a variety of sources; to develop analytic assessments from diverse datasets, contradictory information, and incomplete information; to prepare and deliver briefings regarding complex intelligence issues at the appropriate level of complexity for audiences of varying levels of understanding by communicating effectively orally and in writing in English; to present clearly and concisely, in person, telephone, or video conference to a variety of audiences to exchange information or intelligence on a diverse set of topic areas; to establish and maintain cooperative relationships with government agency representatives, and relevant private sector partners; to proofread and edit written materials (intelligence products) to ensure accuracy and completeness; to complete work under critical timelines to meet project objectives and deadlines; and to oversee the work activities of analytic staff.
High school graduate or equivalent.
Valid driver's license required.
Must be Virginia Criminal Information Network (VCIN) certified or ability to become certified within three months of hire (requires U.S. citizenship or lawful resident of the U.S. for the past 10 consecutive years).
Ability to obtain a federal security clearance.
Requires a three-year commitment to the Virginia Fusion Center (VFC) and ability to work rotating shifts, weekends, and holidays.

Additional Considerations

Criminal justice related field and/or analytical experience to include criminal analytical training preferred.
Public safety experience or other broad scope governmental experience desired.
