SALARY:  The salary range for this position is $77,137.95 to $125,030.62 for Schedule A, and $77,137.95 to $118,779.09 for Schedule B.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to August 29, 2015, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after August 29, 2015, are considered Schedule B.

The New Jersey Judiciary is seeking an individual with strong leadership skills to serve as an Administrative Supervisor for a team in the Data Analytics, Research and Statistics (DARS) Unit. The selected individual will supervise a team of analysts and specialists related to data preparation, data mitigation, report testing, and reporting support across multiple platforms. The supervisor will routinely perform outreach related to manual tasks performed by the team and will recommend improvements as needed. The supervisor will develop policies for the documentation of procedures and reports, as well as ensure the information is kept up to date.  Other responsibilities include ensuring complex support requests are researched appropriately from a data perspective and rectified in unison with participating stakeholders. The supervisor will oversee data and report testing for emergent and large-scale conversion projects. The supervisor will partner with stakeholders and perform site-visits across the state as needed to ensure data mitigation needs and issues are minimized. The supervisor will have a strong understanding of data security policies and ensure best practices are maintained by the team. A strong background in court domains and history of developing partnerships is preferred.

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.

Example of Duties

  • Partner with vicinages, practice areas and the Automated Trial Court Services Unit to minimize manual data collection 
  • Ensure manual collection and processing of data is performed and issues are escalated
  • Assess and propose improvements to data quality through software enhancements, training or exception reporting
  • Adjust workloads among staff to ensure deadlines are met and back-ups are in place
  • Perform routine outreach to ensure existing procedures are relevant and stream-lined
  • Oversee testing and distribution of data and reports or dashboards
  • Develop and oversee document repositories that contain procedures, escalation policies, instructions and release notes
  • Oversee report and/or platform migrations with testing support and training
  • Participate in and contribute to monthly reviews of DARS tasks with the practice areas
  • Ensure data security policies are in place and adhered to for data related products

Qualifications

Graduation from an accredited college or university with a Bachelor's Degree and five (5) years of professional experience, two (2) years of which shall have included experience in designing, implementing, maintaining, and supporting information technology systems and services in the mainframe, server, and network environments. May include analyzing and resolving complex technical problems; generating and testing applications code; performing database administration; administering data security; operating enterprise computer systems; contingency planning, implementing telecommunications facilities; and developing and/or conducting training on IT systems, concepts, applications, policies, or security.
 
Substitution:  Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year for year basis with one (1) year of such experience being equal to thirty (30) semester hour credits.  An Associate's Degree and two (2) years of additional paraprofessional and/or professional experience may be substituted for a Bachelor's Degree.  A Master's Degree may be substituted for one (1) year of general experience as indicated above.  A Law Degree may be substituted for two (2) years of general experience as indicated above.

Supplemental Information

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
