SALARY:  The salary range for this position is $77,137.95 to $120,643.83 for Schedule A, and $77,137.95 to $114,611.63 for Schedule B.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to August 29, 2015, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after August 29, 2015, are considered Schedule B.

The New Jersey Judiciary is seeking a dynamic individual with strong leadership, organizational, and communication skills to fill a key supervisory role in the Office of Management and Administrative Services, Banking and Cash Management Unit. The selected candidate will provide support and guidance to Central Office and Vicinage Finance Division Managers and staff in financial matters. The chosen candidate will supervise three professional and two clerical staff in the Banking and Cash Management Unit.

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.

Example of Duties

  • Provide oversight and support to the Child Support, Reconciliation, Electronic Payment, Trust Fund accounting and JACS sections of Banking and Cash Management.
  • Mentor staff and provide higher level technical advice and instruction to team members.
  • Formulate plans for and ensure ongoing review of all types of fees, while adhering to internal controls set forth by the Central Office Internal Control document and Banking and Cash Management.
  • Participate in projects related to electronic payments and ensure the appropriate implementation of all electronic payment initiatives for Central Office, Vicinage Finance, and Case Management systems.
  • Develop internal control systems and create accounting reports as needed for the Central Office and Vicinages. Develop new policies and procedures in response to new situations and any Banking functions that are added to the current workflow.
  • Ensure reconciling items are addressed or written off as appropriate.
  • Resolve disputes, conflicts or problems regarding case related payments and customer service to Vicinage, Central Office Finance and Case Management staff.

Qualifications

Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credits hours in accounting, business administration, economics, public administration and/or finance.  Twelve of these credit hours must be in accounting and five years of professional experience, two years of which shall have included experience in accounting, auditing, budgeting, cash management and/or financial analysis.
 
Substitution: Applicants who do not possess the required education, but do possess the required 21 credit hours in accounting, business administration, economics, public administration, and/or finance, including 12 accounting credit hours, may substitute paraprofessional and/or professional experience on a year-for-year basis. A master's degree may be substituted for one year of general experience as indicated above –OR– a CPA designation may be substituted for one year of general experience as indicated above.

Supplemental Information

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
