The Role of the Certified Recovery Mentor with the Student Opportunity for Achieving Results (SOAR) program is to support individuals in an intensive, collaborative, cognitive-based treatment and employment program designed for persons with a history of substance use who are returning to the community from incarceration and have high criminogenic needs. In this position, you will serve as a role model, mentor, advocate and motivator in order to promote long-term recovery. If you enjoy supporting connections to community-based recovery support, linking individuals to community resources and providing strength-based hope and encouragement in a collaborative effort that supports individual goals and meaningful outcomes, you may be the ideal candidate for this position.
GENERAL STATEMENT OF DUTIES
Assist and support persons served in county addiction treatment programs in accessing community health and social services; refer persons served to appropriate resources; advocate to obtain required services as necessary; provide information and education on wellness-related issues.
SUPERVISION RECEIVED
Work under the general direction of a clinical supervisor or designee who assigns work, establishes goals and reviews the results obtained for overall effectiveness.
SUPERVISION EXERCISED
Supervision and lead work are not responsibilities of this classification. If an appointing authority assigns an employee to a full spectrum of lead worker duties, the county shall compensate the employee as described in the Marion County Personnel Rules.
Typical Duties - Duties include, but are not limited to the following
  • Build rapport with persons served. Identify the needs of persons served and their families.
  • Conduct outreach to engage persons who would benefit from addiction treatment services and supports.
  • Apply crisis prevention, management, and de-escalation skills.
  • Assist in removing barriers to success.
  • Assist in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.; create and maintain positive relationships with community partners.
  • Advocate on behalf of persons served and in support of resource development.
  • Render mentoring services and supports both in the office and in community settings necessary to deliver addiction counseling services and supports.
  • Work within a team; collaborate with coworkers and community partners.
  • Assist persons served in accessing the resources they need to recover from substance abuse problems.
  • Provide case management and care coordination services.
  • Assist in making timely referrals to other professionals, agencies, community programs, or appropriate resources; evaluate outcome of referrals.
  • Build rapport with persons served.
  • Identify the needs of persons served and their families.
  • Conduct outreach to engage persons who would benefit from addiction treatment services and supports.
  • Document services rendered in a timely, professional, clear, accurate, and complete manner and in accordance with timelines set forth in policy.
  • Conduct drug testing to include urine drug screens, oral swabs and breathalyzers; apply crisis prevention, management, and de-escalation skills.
  • Assist in removing barriers to success; assist in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.
  • Create and maintain positive relationships with community partners; advocate on behalf of persons served and in support of resource development.
  • Perform other job duties assigned by supervisor.

Response Level 1: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment, employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command System 100, 700, 200, and 800 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING
  1. High school diploma, or equivalent; AND
  2. Two years in recovery from substance use dependence.

SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • Work Schedule: Monday through Friday with variable hours depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge and understanding of general concepts of substance use disorders and mental health issues of persons served dealing with addictions; knowledge of family dynamics and individual and group counseling principles; knowledge of community resources.
Skills and abilities to understand and carry out directions and instructions; maintain confidentiality; interest and skill in providing services to persons with addiction disorders; read and write English; must be willing to work hours conducive to reaching the identified population; establish and maintain cooperative working relationships with persons served, coworkers, and other agencies.
PHYSICAL REQUIREMENTSOperates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts, pushes, pulls, and carries up to 5 lbs.; moves carts weighing up to 10 lbs.; operates a keyboard; speaks with a clear & audible voice; reads a 12-pt. font; hears a normal speech level; works in areas that may be exposed to heat, cold, humidity, and noise.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
