Major Functions
The Activity Project Manager/Finance Manager performs highly responsible work managing and coordinating the Community Development Block Grant- Disaster Recovery (CDBG-DR) finance and reporting functions.
Note: Incumbent assigned to this classification are at-will and serve at the discretion of the county manager.
This position is being advertised open until filled and may close without notice.
Illustrative Duties
(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)
  • Manages and coordinates the fiscal activities and reporting of the $328,910,000 grant budget for CDBG-DR.
  • Utilizes federal grant reporting systems (i.e .DRGR) to make quarterly and annual reports to the federal department of Housing and Urban Development (HUD) for the planning and expenditure of funds.
  • Provides recommendations for new object codes and unit to properly record and track grant expenditures, including having knowledge of the County's general ledger accounting structure.
  • Manages the processing of all invoices for review and submittal to accounting for payment or manage if there are subordinates doing these tasks.
  • Reviews all general ledger and trial balance account activities and reconcile transactions with County's accounting policies as well as Federal and State reporting requirements. Prepares adjusting entries to reclassify expenditures determined incorrectly posted during these reviews.
  • Forecasts the split time of county employees between administration and direct program expense. Forecasts contracted services expenses. Forecasting of grant revenues for approximately six years. Input all required inputs in the County's budgeting system for all the separate units and object codes.
  • Reviews and prepares grant acceptance agenda item to the County Council, including preparation of any required budget resolutions and transfers for acceptance of grants.
  • Continuously monitor budget and actual expenditures to provide information to management. Prepare any adjustments necessary determined during this review. Make recommendations for changes to address budget shortfalls that can be anticipated from these reviews.
  • Coordinates status updates for management on grants to ensure timely completion of grant funded capital projects.
  • Supervises management of grants by assigned personnel. Reviews grant files prepared by assigned personnel for compliance while also ensuring maximization of County grant revenues among the various grant sources.
  • Supervises the personnel assigned to support the system of record, quality control, payroll, billing and purchasing associated with the assigned activity/grant.
  • Must adhere to Federal, State, County, and Local ordinances.
  • May be assigned to other county locations based upon operational needs.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements
Education and Experience: Bachelor's degree in Business Administration, Accounting, Finance, Public Administration, or related field and five (5) years of progressively responsible experience with grant management - with special emphasis on finance and reporting.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
License: Must possess a valid driver's license at time of appointment.
Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter.
Knowledge, Skills & Abilities
  • Knowledge of federal grant compliance requirements, i.e., 2 CFR 200.
  • Knowledge of basic accounting concepts (i.e. debits vs credits, cost center tracking, etc.)
  • Knowledge of the principles and practices of public administration.
  • Knowledge of research techniques and availability of current information.
  • Ability to exercise judgment and discretion in establishing, applying, and interpreting policies and procedures.
  • Ability to establish and maintain effective working relationships with associates, subordinates, public officials, other governmental agencies, and the general public.
  • Ability to supervise subordinate staff and assign work.
  • Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals.
  • Ability to prepare and analyze budgetary tools and documents.
  • Able to work under stressful conditions.
  • Able to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.
  • Ability to serve the public and answer questions relating to the operation of the unit.

Physical Demands: Must be able to lift, carry, push and/or pull 15 pounds. Ability to see, talk; finger dexterity. Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle.

Mental Demands: Ability to read and comprehend technical and professional journals and manuals; financial reports, letters, memos, abstracts, instructions; legal documents, ordinances and statutes. Ability to perform advanced mathematical functions. Ability to write reports, financial reports, memos, letters, instructions and procedures. Ability to speak publicly; conversant in theory and practices of discipline; persuasive speaking. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
