Job Responsibilities
Accounts Payable Lead for the Agency. Processes and enters payment data into the South Carolina Enterprise Information System (SCEIS) for assigned payment/vendor types. Codes and allocates expenditures by cost center and fund requirements. Approves certain General Ledger accounting entries to include Accounts Payable and Journal Entries. Reviews and processes travel reimbursement claims and Interdepartmental Transfers (IDT). Processes all Bank of America vouchers. Coordinates State armory operations in regards to armory expenditures and petty cash account reimbursement, armory rental applications, and unit maintenance fund custodians. Prepares monthly management reports for distribution to the Armories/Readiness Centers managers. Provides training for Unit Maintenance Fund custodians, and assists customers (vendors and Unit Maintenance Fund custodians) with identifying and resolving account discrepancies. Audits Unit Maintenance Funds and rental revenues, and assists with providing information for audits. Reviews and completes required areas of the monthly checklist. Prepares or assists in the preparation of financial/compliance reports throughout the year to include year-end Reporting Packages and the Schedule of Expenditures of Federal Awards (SEFA) Report. Ensures the Accounts Payable team members are trained for their duties and as backup for other team members.
Minimum and Additional Requirements
A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.
Preferred Qualifications
A Bachelor's degree in accounting, auditing, finance or business administration. A minimum of two (2) years fund accounting in SC State Government utilizing the SCEIS (FI and FM modules).
Additional Comments
Proficient in Microsoft Word, Excel, Outlook, and PowerPoint. Must have the ability to assemble and analyze complex financial data. Must possess the ability to communicate in a clear, concise manner, both orally and in writing. Maintains a positive relationship with customers and co-workers. Works under the general supervision of the Budget & Finance Supervisor who provides administrative and policy direction. May be required to work extended hours as required during emergencies, disasters, or as required. Overnight and extended stays may be required to support ongoing operations, and during attendance at conferences, workshops, off-site meetings and seminars.
