Job Summary
As a business manager and financial coordinator for the Minnesota Department of Education (MDE), you will provide in-depth budget and fiscal analysis for MDE funds so that agency leadership, management, and staff are able to make informed financial decisions and take action. In this role, you will take leadership in preparing and maintaining annual agency spending plans, and will work to ensure that resources are available and properly utilized by the agency.
Duties will include:
  • Providing in-depth budgetary analysis for MDE funds so that agencyleadership/management/staff are able to make informed financial decisions andtake actions
  • Reconciling, monitoring and reporting on the agency's fund appropriations andexpenditures and working with users to balance these accounts;
  • Supporting federal and non-federal grants by understanding and providingadvanced professional accounting, support, consultation, management, budgetmonitoring, and financial analysis to divisions and programs;
  • Implementing federal grant policies and procedures and providing technicalassistance to MDE divisions.

Qualifications
Minimum Qualifications
Three years of professional experience in a financial management role
OR
A Bachelor's or master's degree and two years professional experience in a financial management role
Experience must include:
  • Experience preparing and reviewing budgets and/or fiscal reports sufficient to identifyproblems quickly, research and evaluate relevant issues and formulate solutions;
  • Experience with large-scale accounting systems.

Preferred Qualifications
  • Experience with state legislative processes, relevant state laws, statutes, rules, regulations, and policies governing the use of sate and federal funds;
  • Experience with the state of Minnesota Financial Systems Including Budget & Analysis System (BPAS), Statewide Employee management System (SEMA4), Appropriation Maintenance Application (AMA), Statewide Integrate Financial Tools (SWIFT);
  • Experience with Oracle Business Intelligent Enterprise Edition;
  • Grants management experience, includes managing federal or non-federal funding.
