We are currently looking for an experienced Accountant familiar with federal contracting to join a young innovative company in the service industry.
SUMMARY OF RESPONSIBILITIES
Assist in performing assessments and developing compliance programs. Provide knowledgeable financial and economic analyses to improve contract accounting. Implement process improvements for contract bidding and estimating systems. Enhance practice efficiencies and effectiveness. Begin to develop specialization in specific industries/practice areas. Be active in at least one external professional organization.
Essential Functions
- Ability to exercise good judgment and ethical values.
- Assist in performing various duties in government contracts including indirect rates, allocation of indirect costs, changes in cost accounting practices, investigations and disputes, regulatory compliance and risk mitigation.
- Provide interpretation, implementation and compliance of Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation (DFAR) and Office of Management and Budget (OMB) circulars.
- Prepare and negotiate equitable adjustment and termination claims.
- Assist in liaison between Administrative Contracting Officers (ACO), Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA) and other oversight agencies.
- Research FAR, CAS, case law, and precedent to develop persuasive responses to audit inquiries, audit reports, and ACO correspondence.
- Develop and provide training, leadership and up to date guidance related to compliance and regulatory changes.
- Develop and/or update existing Policies and Procedures related to Government Costing Rules and Regulations. Special projects as assigned
- Recognize key performance drivers, business trends, and emerging technical/industry developments.
- Develop people, delegate work effectively. Commit to developing knowledge. Use technology to continually learn, share knowledge with team members, and enhance service delivery.
- Perform and create all cost accounting and financial accounting procedures i.e. Bookkeeping,Maintain and prepare monthly reoccurring journal entries for accruals, prepaid and depreciation, Perform monthly budget vs. actual (BvA) analyses, Reconcile bank accounts, Reconcile balance sheet accounts monthly, including subsidiary ledgers and general ledger, Review general ledger detail monthly for accuracy and completeness, Prepare monthly financial package, Lead support on annual budget creation, Provide monthly indirect rate analyses, Prepare periodic cashflows, Prepare information for tax return, Fixed asset accounting for responsible companies, Document GCS and Quickbooks close process - desktop procedures, Perform as point of contact for assigned contracts, Review Invoices.
- Helps on the cost proposals for Federal Govt. Opportunities (We can train them on this as long as they have accounting experience)
- Prepare/support in maintaining Indirect Pools and cost models
- Prepare DCAA Incurred Cost Submission
- Prepare JOB/Contract Tracking, Management reports, Monthly reports, Forecast cash flow
- Contract administration – Tracking actuals/planned against clins, tracking sub contract costs vs invoiced
- Analysis of LCAT rates as needed to establish ranges as needed
- Should be able to handle multiple assignments
- Should be able to prioritize the work
Required Experience
- Eight or more years of progressive experience including extensive government accounting and liaison experience
- Previous experience in a professional services environment working directly with government contracting clients
- Experience managing staff on multiple projects and providing direction to team members; experience conducting project progress meetings with clients
- Strong financial, analytical, technical, and interpersonal skills and excellent written and verbal communication skills
- Substantial knowledge of PC-based analytical tools, including databases and spreadsheets (Excel)
- Must demonstrate a detailed expertise of government accounting theories, concepts and principles and experience demonstrating a broad application of those concepts, as well as a thorough understanding of generally accepted accounting principles, cost accounting standards, and FAR
- Familiarity or knowledge of working with multiple contract types: Firm Fixed Price (FFP) Time and Materials (T&M) Cost Plus Award Fee (CPAF) Cost Plus Fixed Fee (CPFF) and hybrid contracts.
- Must possess leadership skills with the ability to organize, plan, schedule, perform, and coordinate work assignments to meet project milestones or established completion dates.
- Must possess: (a) the ability to identify issues, analyze and interpret data and develop innovative solutions to a variety of unusually complex issues or problems; (b) the ability to understand new concepts quickly and apply them accurately throughout an evolving environment; (c) excellent analytical, verbal and written communication skills to accurately document, report, and present findings; (d) excellent interpersonal skills to influence, guide and provide leadership to less experienced professionals; (e) the ability to contribute to the development of new processes or systems and communicate new concepts; (f) the ability to effectively and efficiently initiate, plan, and manage projects; (g) the ability to maintain the confidentiality of sensitive information; and (h) the ability to represent the organization as a knowledgeable resource on internal and external projects and interface with senior management and senior external parties including government representatives; and The ability to work independently or in a team environment is essential as is the ability to work extended hours and travel as required

- **OPTIONAL**Approximate 1-2 years of relevant, in-depth litigation advisory experience, preferably with a professional services firm, a boutique firm, or a consumer and industrial products organization
