Duties
  • Serves as the senior accounting advisor providing expert guidance, advice and assistance on accounting and financial management matters.
  • Provides complex management advisory and technical services on highly important and substantive issues involving planning, analyzing or evaluating the effectiveness of assigned accounting programs.
  • Ensures that senior managers have timely and useful accounting and financial management information in which to base managerial decisions.
  • Serves as technical authority in the compliance requirements of AICPA Statement on Standards for Attestation Engagements (SSAE) No. 18, Attestation Standards: Clarification and Recodification, section AT-C 320.
  • Supports audit examinations of DLA conducted under American Institute of Certified Public Accountants (AICPA) SSAE No. 18, section AT-C320.
  • Reviews DLA's Service Organizations' System and Organization Controls (SOC) 1 Report and prepares evaluation reports for DLA management (SES level) and DLA's Financial Statements auditor.

  • This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26,
    DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.

Qualifications
Qualifications: To qualify for an Accountant (Staff) your resume and supporting documentation must support:
A. Basic Requirement: A Bachelor's Degree or higher in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration.
OR
A combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Applicants MUST submit a copy of their college transcripts from an accredited educational institution. Failure to submit your transcripts may result in lost consideration. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Manage the internal control process within an organization, including identifying risks, developing control objectives and activities, performing tests of design and effectiveness, and, developing and implementing corrective action plans.
  • Audit an organization's internal control program.
  • Perform an examination or supporting the organization undergoing an examination in accordance with AICPA SSAE No. 18, Attestation Standards: Clarification and Recodification, § AT-C 320, "Reporting on an Examination of Controls at a Service Organization Relevant to User Entities' Internal Control Over Financial Reporting."
  • Participate in an evaluation of System and Organization Controls (SOC) 1 Reports in accordance with AICPA Statement on Auditing Standard-Clarified (AU-C) § 402, "Audit Considerations Relating to an Entity Using a Service Organization."
  • Prepare reports or analyses as outputs and working with other organizations obtain their concurrences.
  • Develop or implement business activities that streamlined these functions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Specialized Experience:
Substitution of education may not be used in lieu of specialized experience for this grade level.
Basic Requirement: You MUST provide transcripts or other documentation to support your educational claims. Unless otherwise stated: Unofficial transcripts are acceptable at time of application.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
