The top salary range for this position currently reaches $67,097; the position will receive a 4.0% salary increase in March 2024 and 2025 bringing the top step salary to $72,572.

In addition to pay, the City offers competitive benefits including a Defined Benefit Pension Plan provided through CalPERS, 100% City paid medical insurance coverage up to the CalPers Kaiser Plan rates, a generous tuition reimbursement program, and a "9/80" work schedule.

Under general supervision of the Assistant Finance Director, performs a variety of professional accounting work duties as required within the scope of the classification.

The current recruitment seeks a candidate for the payroll section of the Finance Department; however, depending on the qualifications of the candidate(s), consideration may be given to fill vacancies in other City Departments as needed.

An Eligible List of qualified applicants will be established from this recruitment. Eligible List may be utilized to fill other full and part -time vacancies as needed. Generally, a valid Eligible List is in effect for up to one year.

EXAMPLES OF ESSENTIAL FUNCTIONS

The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification.

  • Performs with attention to accuracy, analyzes accounts;
  • Recording and reporting of financial transactions;
  • Perform bank reconciliation;
  • Reconciliation of General Ledger;
  • Assists in the preparation of financial reports, budget, and special studies;
  • Monitors and reports on the status of Federal and State grants to insure grant compliance;
  • Conducts research as needed;
  • Performs related duties as assigned.

QUALIFICATIONS

Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination is as follows:
Education: Bachelor's degree from an accredited college or university* in Accounting. Certified Public Accountant (CPA) preferred.
Experience: One (1) year of full time professional level accounting.
Municipal accounting experience is highly desired.
NOTE: Part-Time experience will be evaluated on the basis of its fractional equivalent of a forty (40) hour workweek.
  • Accredited institutions are those listed in publications of regional, national, or international accrediting agencies such as American Universities and Colleges and International Handbook of Universities.

Ability to: Learn and/or maintain effective working knowledge of municipal accounting principles; work with speed and accuracy with minimum supervision; meet deadlines with attention to detail; effectively communicate both orally and in writing; analyze, interpret, and implement regulations; utilize computer databases and Microsoft (MS) software applications in the performance of a variety of accounting and reporting of financial information; and, establish effective and cooperative working relationships with those encountered in the performance of duties, including State and/or independent auditors.
Knowledge of: Principles of financial administration, including municipal budgeting and reporting; rules and regulations governing accounting and financial practices and procedures; modern office practices and procedures and equipment; software applications for automated accounting systems; and, intermediate proficiency in MS software applications such as Word and Excel.

ADDITIONAL INFORMATION

License: Due to the possibility of field work which may involve operating a motor vehicle to visit an off site City facility, a valid California Driver's License may be required or the ability to utilize an alternative mode of transportation.
Physical Tasks and Environmental Conditions: The primary duties and responsibilities of this position are performed in an office environment and involve prolonged sitting and standing and walking for intermittent periods of time. Physical tasks include bending, reaching, and twisting at the waist to perform desk work and operate general office equipment including a desktop computer with keyboard for prolonged or intermittent periods of time. The operation of a personal computer requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch and glare from the computer. Incumbent must be able to safely lift and carry books, files and reports weighing up to 25 pounds.
Testing & Selection Process:

An appraisal (oral interview) examination weighted 100% to assess the applicant's knowledge, education, experience and general ability to perform the essential functions of the position.
Candidate(s) who complete the appraisal interview with acceptable results will be placed on an Eligibility List to be considered by the Department's hiring authority.
An employment offer is contingent upon acceptable results from a completed background review, including a fingerprint check with the California Department of Justice (DOJ). A pre-placement medical exam will be scheduled after the issuance of a conditional offer of employment.
