The Emerald Coast Regional Council is seeking an Accountant II. Under the supervision and guidance of the Chief Finance Officer, the Accountant performs intermediate level professional accounting duties in the maintenance and administration of the general ledger and related financial data and reporting systems for the Emerald Coast Regional Council (ECRC). Responsible for the development and reporting of routine financial statements to include grant accounts management and compliance with all regulatory reporting guidelines and requirements.
EXAMPLES OF ESSENTIAL FUNCTIONS:
- Performs payroll tasks to include verifying that timesheets are approved and entered in the appropriate software system, generating journal entries into the general ledger to reflect payroll costs, and updating timesheets for any new or deleted accounts
- Assists in creating and monitoring the Indirect Cost Rate; distributes the Certificate of Indirect Cost to the appropriate federal agency/department; assists in monitoring the estimated components throughout the year should any adjustments be deemed necessary
- Creates bank reconciliations and posts to the general ledger on a monthly basis
- Creates invoices for accounts receivable
- Generates invoices to be paid for benefits deductions and deferred compensation withheld from employee pay and for employer’s contributing portion; reconciles these accounts annually
- Performs annual payroll and accrual procedures; calculates and records end-of-the-year journal entries and their respective reversal entries to ensure accurate accruals and deferrals for income and expenses at year-end
- Maintains proper records of all transactions associated with various departments (receipts, payments, bills, etc.)
- Assists with procurement process and works with other staff for individual procurements
- Assists auditors with annual audits; assists in various federal and state filings of the audited financial statements
- Generates monthly financial statements and tax reconciliation reports; resolves issues regarding discrepancies
- Reviews any documents as requested by the Chief Finance Officer and assists in determining best practices for internal controls
- Prints monthly ledgers for the Executive Director and management staff
- Reconciles Fixed Asset Inventory
- Assists with determining the match strategy on various federal grants
- Attends webinars, meetings, and training sessions as needed

MINIMUM QUALIFICATIONS:
- Bachelor’s degree in accounting, finance, or related field
- Three (3) years’ accounting experience
- Must pass a pre-employment drug screen and background check
PREFERRED QUALIFICATIONS:
- MIP fund accounting software experience
- Intermediate knowledge of procurement and audit processes
