DESCRIPTION
Under the direct supervision of the Human Resources Director, the Account Clerk - Human Resources is responsible for the support of employees and the organization by providing resources to optimize performance individually and collectively. The Account Clerk - Human Resources will perform administrative duties related to the operations of the Human Resources office such as maintaining records, preparing a variety of complex documents, and carrying out entry level payroll/accounting functions to support Human Resources. This position will be responsible for reconciling vendor and benefits invoices and records. This position requires a significant amount of customer interaction, both internal and external.
DUTIES / RESPONSIBILITIES
ESSENTIAL FUNCTIONS
  1. Answers routine questions, distributes and explains forms, communicates HR and organization policies and procedures. Direct visitors and employees to appropriate offices. Departmental intranet administration and maintains employee information on the County website.
  2. Performs administrative functions such as answering and directing departmental phone calls, distributing office mail, scheduling meetings and training, maintaining department supplies, etc.
  3. Ensures accurate and timely processing of records for payroll, such as new hires, terminations, employee transfers, changes in job title/classification, changes to pay rates, changes to benefit elections, and other related employment matters.
  4. Facilitates audits by providing records and documentation to auditors.
  5. Assists with benefit administration throughout the benefit year and specific to Open Enrollment. Resolves discrepancies with information submitted from the employee to data on file and plan requirements. Reconciles vendor invoices with employee elections and deductions. Facilitates payment of vendors, which may processing purchase orders, updating payroll deductions, and resolving discrepancies.
  6. Prepares, process, maintains, and reviews a variety of documents, including applicant/employee files, payroll records for completeness, accuracy, and submission standards. Complies with confidentiality and data practices requirements and retention.
  7. Ensures compliance with federal, state, and local Human Resources, payroll, wage, and hour laws and best practices.
  8. Promotes a diverse, culturally competent, and respectful workplace.
  9. Interacts positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
  10. Performs the physical and mental demands of the position.
  11. Attends work during regularly scheduled hours.
ADDITIONAL FUNCTIONS:
  1. Assists in recruitments, new hire onboarding and off boarding, etc.
  2. Provides support and assistance to Human Resources team members in day-to-day functions or as directed.
  3. Compiles, prepares, and generates documents and reports for Human Resources and management such as payroll, budget, benefits, attendance, new hire, turnover, etc.
  4. Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with employees and departments from other counties and states for collaboration.
  5. Performs other related functions as apparent or assigned.

QUALIFICATIONS
MINIMUM QUALIFICATIONS:
  • High school diploma or equivalent required.
  • One (1) year of experience in Human Resources, payroll, accounting, or bookkeeping.

PREFERRED QUALIFICATIONS:
  • Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic
  • Two years of post-secondary education in accounting, business administration, Human Resources, or related field.

CONDITIONS OF EMPLOYMENT:
  • Must comply with all federal and state laws and organizational and departmental policies and regulations.
  • Must successfully pass a background check.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that is necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.

HOURS OF WORK
Monday through Friday from 8:00 a.m. to 5:00 p.m. Some evening, weekend, and/or overtime hours may be required.

Wage/Salary Scale
Blue Earth County features a 12-Step Pay Plan. Our advertised salary ranges include all 12 Steps. A selected candidate will typically be offered Step 1 of the salary range. Additional salary considerations are subject to negotiation and dependent on skills and experience directly related to the position.
Vacation Leave
Vacation accruals, utilization, and payouts are detailed in the collective bargaining agreement and/or the employee handbook.

0 - 5 years - 3.85 hours
6 - 9 years - 4.77 hours
10 - 13 years - 5.69 hours
14 - 18 years - 6.62 hours
19 - 24 years - 7.54 hours

Sick Leave
Employees accrue sick leave at a rate of 7.34 hours for each full month of service.
Paid Holidays
Blue Earth County recognizes 11 (88 hours) paid holidays, and employees receive one floating holiday per year.

Blue Earth County contributes to a health savings account (HSA) when the employee elects the HDHP. Single coverage HSA contributions equal $1,500, and family coverage HSA contributions equal $3,000.
Life Insurance
Employees are provided with Term-Life Insurance at no cost to them:
  • $20,000 term-life/$20,000 accidental death & dismemberment (AD&D)
  • After ten (10) years of continuous employment with Blue Earth County, the policy will increase to $35,000 term-life/$35,000 accidental death & dismemberment (AD&D)
Retirement
The County and the employee contribute to the Public Employees Retirement Association (PERA) based on a percentage of the employee wage:
