General Description
Performs advanced (senior-level) managerial and administrative work based on the technical and operational issues of the emergency communications regional system. Work involves developing and implementing rules, procedures, and policies for operations of the regional emergency communications system including best practices analyses to guide all aspects of 9-1-1 communications planning work. Manages compliance and performance of contractors, coordinates contract procurements, and monitors expenditures tied to contract deliverables. Prepares baseline budgeting and long-term projections working with agency’s Administrative Services Division. May oversee the operation of the division in absence of the director. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Functions
- Manages administrative functions of the division related to budgeting, procurement, state and federal regulations, and internal policies and procedures.
- Develops and oversees contracts and interlocal agreements to support emergency communications functions and operations in accordance with the budget and agency short- and long-term goals.
- Organizes, manages, and develops policies and plans after information gathering, input from stakeholders and subject matter experts, and other research to ensure district operations are meeting current and future budgetary and operational goals.
- Manages short and long-term planning of emergency communications services with consideration of state and federal guidelines and regulations, legislative issues and reports, and short and long-term financial capacity of the district.
- Assists to develop and evaluate performance standards for PSAP operations, including disaster planning, training, and technical support. May develop and participate in emergency/disaster planning and exercises.
- Reviews reports and studies, technical directives and research, investigations, and required training related to emergency communications and public safety issues and makes recommendations to the director regarding training plan.
- Monitors state and federal regulatory and legislative issues and assesses impact on operational and budgetary practices of the agency.
- Represents division working with internal and external committees and governments on all aspects of emergency communications integrated with homeland security and disaster preparedness.
Qualifications
Experience
- Minimum five years’ experience working with 911 emergency communications systems with general knowledge of public safety communications and five years of progressive management experience is required.
- Must have working knowledge of Public Safety Answering Point management and Next Generation 911 sufficient to support implementation and development of policies to support system management.
Graduation from an accredited four-year college or university is required.

- Major course work in management, public administration, computer science, information systems, telecommunications, emergency management or a related field is preferred.
- Should have working knowledge of administrative and managerial practices, as well as budgeting, contracting, and project management for public safety communications programs.
- Emergency Number Professional or other related public safety, information technology, or telecommunications certification is preferred.
Other Information
- Knowledge of 9-1-1 systems operations, call delivery, equipment, and software.
- Knowledge of local, state, and federal laws, statutes, and regulation relevant to procurement and public safety operations.
- Knowledge of public safety facilities and data processing techniques.
- Knowledge of principles of public administration, network operating systems, and security.
