Jackson County Employment Opportunity.
The Operations and Maintenance Division of the Rogue Valley International-Medford Airport is looking for an energetic individual to be part of a dynamic team environment with diverse responsibilities. The ideal individual for this position will be self-motivated and inquisitive. In addition, the candidate must be comfortable operating on an airfield, including communicating with air traffic control using proper radio terminology.

Job Duties and Requirements
I. Position Summary
Installs, tests, alters, repairs, places and maintains electrical systems, fixtures and equipment; plans, schedules, monitors and/or performs airport operations activities and airfield maintenance including repair, maintenance and construction of buildings, property and equipment. Performs specialized duties in a highly independent manner with only occasional instruction or assistance.
II. Examples of Essential Position Duties (The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)
  • Performs skilled preventative and corrective electrical maintenance work to high voltage airfield lighting components and sign systems; including but not limited to interior and exterior lighting, operational and control systems, distribution centers, and miscellaneous building maintenance equipment.
  • Installs, maintains, diagnoses and repairs various electronic equipment, including but not limited to security systems, alarm systems, HVAC, and lighting controls.
  • Tests, locates and repairs electrical circuits, systems and equipment; performs electronic equipment repairs and troubleshooting; repairs and replaces broken or defective parts.
  • Monitors weather conditions in support of identifying, reporting, and removal of surface contaminants in accordance with the Runway Condition Assessment Matrix (RCAM) Protocol or any other applicable regulations. Determines when fog seeding is appropriate and conducts mitigation operations.
  • Issues aerodrome, apron, obstruction, runway and taxiway Notices to Airmen (NOTAM) directly into the Federal NOTAM System using NOTAM Manager. Notifies stakeholders when legacy system is used or when condition does not meet NOTAM criteria but is still a safety concern.
  • Performs wildlife management mitigation including lethal takes in accordance with federal, state, and local regulations.
  • Troubleshoots, maintains and repairs air traffic control tower systems including but not limited to voice switch components, windspeed indicator, lighting control panel, and airport beacon.
  • Oversees the work of contractors, ensuring compliance with established specifications, schedules and safety regulations including coordination with opening and closing runway, taxiways, and apron areas during construction projects as well as closures involving aircraft emergencies.
  • Performs lead worker duties, including maintaining control of incident until supervisor is notified, monitors performance and behaviors in the field and reports work progress, challenges, incidents and accidents, and employee's conduct and performance to the appropriate supervisor.
  • Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
  • Develops and maintains effective internal and external working relationships at all levels.
  • Has regular and reliable attendance. Overtime may be required. May be required to work holidays. Works irregular shifts and respond to after-hours emergency calls as required.

III. Minimum Requirements(Performance of the essential duties of this position includes the following requirements, physical demands and/or working conditions)
Education and Experience
  • High school diploma or equivalent AND four years of experience in general electrical repair work, AND one year work related experience in an airport environment; OR
  • Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job.

License, Certificate or Other
Requires possession of a valid driver's license and an acceptable driving record. Possession of a valid State of Oregon General Journeyman Electrician's license. Obtain a movement area driver's license within the first six months of appointment. Obtain a certificate of successful completion of a required airport wildlife management class within the first six months of appointment. Obtain a certificate of successful completion of airport condition and NOTAM Manager reporting within the first six months of appointment.
IV. Other Requirements
Knowledge, Skills and Abilities
Position requires knowledge of current Oregon electrical codes for public facilities; thorough knowledge of electrical principles, theory, troubleshooting, repair and construction techniques and applications; knowledge of telephone, intercom, power distribution, motor and electrical lighting systems; knowledge of applicable safety hazards, practices and precautions involving airfield and building electrical work. Position requires the knowledge and ability to interpret rules, regulations, advisory circulars, directives, and other forms of mandate or guidance relative to federal, state, and local regulations; requires knowledge of and/or ability to learn within the first six months all practices and procedures assigned to airport operations such as the ability to competently and efficiently operate in the movement area of the airport including proper communication with Air Traffic Control as well as Common Traffic Advisory Frequency protocols during non-towered hours of operation; ability to quickly evaluate and make complex decisions independently involving the closure of a runway or other aircraft surface in accordance with established protocols; ability to comprehend and facilitate the issuance of NOTAMs. Knowledge and use of skills and abilities related to leading workers including ability to plan, schedule and monitor work assignments; provide effective leadership. General knowledge of the methods, practices, tools and materials used in construction and maintenance; knowledge of building, electrical, plumbing, sewer and construction codes; knowledge of HVAC mechanics. Knowledge of methods and practices of airport maintenance programs such as airfield lighting and sign systems, etc. Skill in the use of a large variety of highly technical test equipment; use basic mathematics for calculating totals and measuring distances. Position requires the ability to operate a variety of hand and power tools; operate light, medium and heavy trucks and power driven equipment; familiarity with computers and software programs; develop specifications for projects; perform duties under tight deadlines and/or in emergency situations; use independent judgement in performing routine and non-routine tasks; understand and carry out oral and written directions; read, interpret and understand maintenance manuals, policy manuals, electrical diagrams, blueprints, specifications, etc.; establish and maintain cooperative working relationships with co-employees and the general public. Position requires availability for on-call assignments and response for emergency call-back as necessary, ability to remain calm in emergency situations, and to exercise good judgment in a highly complex, safety-critical environment
Physical Demands (Performance of the essential duties of this position includes the following physical demands)
Tasks involve frequent walking and standing; perform strenuous or heavy manual work, sometimes in adverse weather conditions; lifting and carrying objects of moderate to heavy weight; and the operation of vehicles, shop and hand tools in which manipulative skills and hand-eye coordination and hearing are important components of safe and/or productive operations, especially when operating or performing tasks at night or during poor visibility conditions. May involve the complex operation of gasoline, electric or diesel-powered machinery vehicles involving manipulation of multiple controls and utilizing ladders and lifts up to a height of 100 feet. Tasks require visual perception and discrimination as well as oral communications ability. Requires driving.
Working Conditions (Performance of the essential duties of this position includes the following working conditions)
Incumbents are exposed to adverse weather, including extreme temperatures, rain, snow, sleet and hail. Incumbents are also exposed to dangerous or unpleasant conditions and substances, including noise, dust, hot oil, asphalt, chemicals, traffic hazards, biohazards, noxious plants, wildlife, strong odors and/or smoke, strong and/or toxic chemicals, electrical currents, and pollen. May include exposure to disruptive people.

Insurance
Health Insurance - As of July 1, 2023 Regular full-time employees and their eligible dependents receive medical insurance, including prescription and chiropractic, dental, and vision coverage at a cost to the employee of $22.82 per paycheck ($49.45 per month) toward the monthly composite premium. Regular full-time employees may not waive coverage. Regular part-time employees may enroll in the full plan, with a prorated composite premium depending on their full-time equivalent (FTE), or may elect to waive benefits. Coverage begins on the first of the month following an employee's date of hire.
Hinge - Provided through Regence, Hinge is an online virtual Physical Therapy benefit for all employees and their dependents enrolled in the health insurance plan. This online virtual service will work around your schedule in the comfort of your own home, and there is no cost to the employee.
Wellness Center by CareATC - In addition to health insurance, certain primary care medical services, lab services, and prescription medications are offered at no out-of-pocket cost for the employee who is enrolled in the County's health insurance plan, and their eligible dependents at the wellness center.
Group Life Insurance and Accidental Death and Dismemberment - Fully funded for regular full-time employees (prorated for regular part-time employees), employees are eligible the first of the month coinciding with 30 days from date of hire. The benefit is equal to two times the employee's annual salary rounded to the next higher $1,000, to a maximum of $500,000. Insurance in excess of $50,000 is a taxable benefit.
Long-Term Disability - Fully funded for regular full-time employees (prorated for regular part-time employees), employees are eligible the first of the month following date of hire. The benefits are payable after a waiting period of 60 days at a rate of 66 2/3 percent of base salary, up to a maximum monthly benefit of $12,000.
