Oversees and manages Control Room personnel to ensure safe and efficient operations of oil and gas pipelines in accordance with regulations and company policies and values. Conducts daily gas scheduling activities in addition to monthly gas close process. Manages the day to day pipeline operations of the companies pipeline consistent with the companies goals and objectives.
Essential Job Responsibilities:
- Manages control center operators and operations of pipeline assets on a 24 hour basis from central Control Room.
- Manages related Fatigue Management concerns.
- Ensures PHMSA and State compliance with Control Room management policy.
- Manages the development and application of practices and procedures to ensure safe, reliable, and efficient pipeline operations including Supervisory Control and Data Acquisitions (SCADA) and associated hardware support and communications needed to ensure continued real time monitoring of the pipeline.
- Oversee work schedules, ensure coverage, and perform ongoing reviews and management of Pipeline Control personnel.
- Manage Alarm database daily and monthly to ensure that the controllers are receiving alarms in accordance with safety related points, and regulatory requirements.
- Identifies training gaps for staff development and works to develop training curriculum.
- Ensures proper training is conducted with all personnel on the proper operation of the pipeline.
- Reviews and monitors shifts, to check for accuracy, daily computer log and scan process board.
- Acknowledges, responds to, and initiates corrections/action to process alarms.
- Communicates and works with other Harvest personnel and field Operators for daily operation of the pipeline systems.
- Works closely with operations, marketing, customers, IT department, management, and adjoining Pipeline Control centers to ensure delivery of product and maintain the integrity, safety, and continued operation of the pipeline.
- Monitors product movements in relation to the pipeline schedules schedule to resolve any discrepancies between operations and customer needs.
- Communicates and works with Producers and other Pipeline Control facilities daily, setting flow rates, scheduled shutdowns, emergency shutdowns, pressures and any other issue that may arise.
- Reviews, Monitors, and maintains all control loops on the pipelines.
- Coordinate maintenance outages with field operations, transportation, and storage services, third party entities and commercial operations and manages the overall operation and maintenance of the control center.
- Conducts and/or coordinates ongoing maintenance and general housekeeping of the Control Room.
- Monitors to ensure that logs of meter readings, test results, and adjustments made are maintained.
- Conduct Daily gas volume accounting to ensure gas customer interface is working properly.
- Monitor nominated gas volumes are matching customers intent.
- Monitor customer imbalances to ensure that customers are staying within operational and tariff guidelines.
- Process monthly close of gas system volumes, working with customers, and Houston accounting.
- Conduct semiannual LAUF and Fuel retention calculations in accordance with the tariff.

Qualifications:
- Prior Supervisory experience preferred.
- Ten (10) years minimum of oil Pipeline Control experience, or closely related experience.
- Ability to work a 5 day per week schedule
- Ability to accurately solve problems.
- Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public.
- Ability to complete multiple, diverse tasks of differing priorities.
- Ability to accurately perform tasks.
- Develop and maintain a positive working relationship with staff and foster team environment
- The ability to effectively communicate with others, in both written and verbal communications, is required.
- Ability to operate SCADA or other engineering control loops.
- Good administrative and organizational skills.
- Proficiency in the use and application of the following software: Microsoft Office (Excel, Word & Outlook).

- Ability to maintain the integrity of the plant process.
- Ability to work alone and highly motivated.
Education Requirements:
- A minimum of a Bachelor s Degree, or an equivalent combination of education [in a technical related field] and commensurate work experience, is required.
- Engineering degree preferred.
