To maintain security and ensure the safety of inmates and staff at the Crow Wing County Jail; to observe and monitor inmate behavior and supervise and facilitate their daily living activities; to maintain ongoing communication with those confined; to enforce all rules, regulations, and policies of the facility; and, to perform related duties as assigned.
Essential Duties & Responsibilities
  • Supervises Inmates daily. Responsible for inmates in the facility; delivers inmates to various activities and programs sponsored by the jail. Will assesses the medical and physical conditions of the inmates and reports referrals to the appropriate agency or person to ensure that needs are addressed; intervenes in verbal or physical disputes amongst the inmates and takes appropriate action; utilizes interpersonal communications skills when dealing with inmates; conducts random and suspicious shake down inspections; and gives inmates preliminary breath tests as situations require it. (20%)
  • Provides deliveries of services and interactions to inmates daily. Supervises delivery of food to the inmates ensuring special diet requirements are met; sets up inmate medication logs as required at direction of jail nurse; dispenses proper medication in accordance with the log and observes ingestion, records dispensed medication; picks up and delivers mail to and from inmates after checking for contraband; provides laundry service to the inmates, distributes jail clothing and bedding, dispenses hygiene items and vending items; ensures inmates have access to their attorneys and legal advisors, clergy, interpreters, and/or to equipment which accommodates special needs, and ensures the direct cleanliness of the facility. The Correctional Officer also maintains all areas of access to inmates, keeping them clear of objects and materials that could conceivably be used as a weapon to injure or kill detention staff or other inmates. (10%)
  • Use of restraints. Uses physical restraints, mace, Taser guns, restraint chair, handcuffs and other measures as needed for inmate control. (5%)
  • Facility Safety. Ensures the safety of other staff, volunteers and inmates housed at the jail facility; responsible for jail security. (20%)
  • Training. Conducts or participates in training or educational settings as ordered by the administration. (5%)
    • Attends classes, courses, seminars, workshops and participates in on the job training.
    • Reads publications and studies current techniques, practices, equipment and legalities of the profession.
    • Maintains skills and is expected to maintain a professional proficiency level at all times.
  • Operates and performs functions from various stations: Master control, housing / roving, bailiff / prisoner transport, and booking officer. (20%)
    • Master Control: Operates master control system (jail, security doors) which allows law enforcement personnel to bring prisoners into the jail and allows other jail facility employees to safely transition inmates through the jail without jeopardizing security of the facility. Operates numerous security monitoring systems (audio and visual) to maintain the security of the jail facility. Responsible for incoming and outgoing phone calls, monitoring of inmates movement from one area to another, knowing where all other jail facility employees are within the security area of the jail. Coordinates and monitors any emergency response to the facility.
    • Housing / Roving: Responsible for moving from cell block to cell block and interacting with inmates in the different housing units. Both male and female inmates are housed in the Crow Wing County Jail. Responds to emergency situations in the jail that often requires physical force or interpersonal communications skills to settle the disturbance. Maintains daily jail logs, written and computerized.
    • Booking: Responsible for the acceptance or denial of inmates brought into the facility by county deputies or other law enforcement agencies. Responsible for insuring that proper paperwork has been received before acceptance of inmates into the Crow Wing County Jail. Interviews the inmates after he or she is brought in and fills out proper forms. Initially classifies the inmate and places in appropriate cell. Responsible for obtaining booking information, medical information, and work release information from the inmates. Conducts pat down searches or strip searches of the inmates. This may require searching of the opposite sex. Accounts for and secures all personal effects including money from the inmate. Responsible for control of inmate's daily money accounts. Responsible for taking digital mug shots, scars, marks and tattoos. Responsible for completion of appropriate fingerprint processing.
    • Bailiff / Prisoner Transport: Acts as court transport officer and bailiff as instructed by supervisory staff. This includes transporting inmates to and from court hearings, serving as security during trials, recording hearing information on appropriate forms and booking package. This position will also be responsible for transporting inmates to and from medical appointments.
  • Receives requests for services. Receives numerous requests for service from several different areas such as the law enforcement internet system, radio, telephone or in person from the public; assesses each request to determine whether it requires an emergency response or routine response. Is required to make immediate decisions on issues as they come up. (5%)
  • Receives and transmits messages. Receives and transmits messages over several systems with numerous agencies. Systems include, but are not limited to, Minnesota Department of Corrections Detention Information System, the Criminal Justice Data Networking System, the Minnesota Repository of Arrest Photos, the CrimNet System, the Automated Victim Notification System (VINE), and the Live Scan Fingerprinting System. (5%)
  • Information maintenance and administrative tasks. Requires completion of computerized criminal history checks for other county departments as instructed and for completion of jail records. Documents and keeps necessary logs regarding criminal history actions; updates jail software as inmates return from court hearings, receives and receipts bail, fine, inmate and other monies as required; writes incident reports regarding inmate incidents in the facility; records inmate behavioral changes and reports to the supervisors. (5%)
  • Performs other job-related duties as assigned. (5%)

    Minimum Qualifications
    • High school diploma or equivalent.
    • Experience in computers and Windows applications
    • Two years experience in a position, which required independent decision-making and interpersonal skills without direct supervision.
    • Must meet criminal history background requirements.
    • May be required to pass a psychological Exam.

    Desirable Qualifications
    • Knowledge of inmate rights.
    • Knowledge of Minnesota Department of Corrections (Chapter 2911) Rules Governing Adult Detention Facilities.
    • Ability to deal with hostile or difficult inmates.
    • The ability to effectively interact with a wide variety of people.
    • The ability to communicate effectively, both orally and in writing.
    • The ability to respond quickly and appropriately in crisis situations.
    • Knowledge of basic life saving techniques.
    • The ability to work effectively under stress.

    Compensation
    The county strives to be a market competitive employer with compensation rates that are externally competitive and internally equitable. Compensation rates are governed by the county pay matrix and applicable labor contract. Information regarding the county pay programs is available in the Human Resource Department.
    Paid Time Off (PTO)
    PTO benefit accrues at the rate of 21 days per year for the first 3 years for regular full-time staff and is pro-rated for regular part-time staff.
    Holidays
    The 12 calendar holidays that are observed by Crow Wing County are as follows: New Year's Day, Martin Luther King, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Friday following, Christmas Eve and Christmas Day.
    Health Insurance
    Regular full-time employees and their dependents are eligible for group health insurance coverage, administered by Blue Cross Blue Shield. Eligibility begins on the first of the month following 30 days of employment.
    Regular part-time employees regularly scheduled 30 hours or more per week are eligible for health insurance coverage on a pro-rated basis.
    Dental Insurance
    Delta dental benefit is available to those participating in a health insurance plan. Calendar year annual maximum of $1000 per person.
    Life Insurance
    Regular full-time employees shall be provided a term life insurance policy of $50,000. Optional life insurance is available at the employee's expense.
    Short-Term Disability
    Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible for short-term disability following 6 months of qualifying employment. Short-term disability payments begin on the first day following 14 consecutive calendar days of absence attributable to a qualifying disability. The plan provides income replacement of up to 50% of regular pay subject to a maximum limit of $1,000 per week.
    Long-Term Disability
    Regular full-time and part-time staff regularly scheduled at least 30 hours per week are eligible. Long term disability pays 50% of salary up to a maximum of $4,000 per month beginning on day 91 of total disability. The maximum benefits duration is up to the social security normal retirement date.
