Youth Counselor

 

This position will provide support by implementing a mentorship program and counseling services to assist youth/teens in resolving problems and ensuring their physical and emotional needs are being met. Review behavior log and create individual action plans to reduce negative behaviors, suspensions and revocations in recreation facilities. Continuation of this position is contingent upon funding allocations.
DUTIES AND RESPONSIBILITIES:

1. Provide guidance to Recreation team to recognize anxiety and depression in adolescents and refer to counselor.
2. Work with youth to support and educate in making healthier choices about alcohol and substance abuse. Establish rapport with youth.
3. Create various action plans and standard operating procedures (SOP) to prevent negative behaviors, suspensions and revocations from recreation facilities.
4. Identify goals and potential solutions to problems which cause emotional turmoil.
5. Provide access to culturally based activities, including teachings and ceremonies that are geared toward youth.
6. Provide crisis intervention as needed.
7. Provide emotional support to youths.
8. Assess adolescents/teens needs and determine treatment plans.
9. Identify and implement strategies that increase adolescents/teens success.
10. Refer individual to appropriate support programs Indian Child Welfare, Oneida Police Department, AODA and mental health services as necessary.
11. Perform data entry and maintain case files, ensuring accuracy of data, and ensuring pertinent, accurate and current information regarding the youth.
12. Practice excellent customer service skills at all times to include, but not limited to, addressing customer needs courteously and promptly.
13. Enforce all rules and regulations as established by the Recreation Department.
14. Actively participate in staff meetings.
15. Contribute to a team effort and accomplish related results as required.
16. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
17. Maintain strict department security, confidentiality, and quality to meet professional standards of the department.

1. Frequently stand, walk, bend/stoop, balance and push/pull and carry and lift up to ten (10) pounds. 
2. Work is generally performed in an indoor and outdoor setting with a high noise level.
3. Employee may occasionally be exposed to heat, cold, and rain and require the use of protective clothing.
4. A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.

1. Knowledge of social issues, gangs, suicide, teen pregnancy, AODA, substance abuse, overall life skills, prevention activities and programs.
2. Knowledge of the Oneida Community, its history and culture with the ability to integrate into work.

4. Skill in organizational management. This requires the incumbent to plan, organize and schedule priorities efficiently and effectively, meet strict deadlines and successfully cope with challenging situations and conditions.

12. Ability to operate standard office equipment such as personal computer, fax and copy machine.
13. Complete Oneida Certification on Reporting Child Abuse and Neglect training within ninety (90) days of employment.
14. Ability to be CPR and Red Cross First Aide Certified or the ability to obtain within three (3) months of employment.  Must maintain CPR and Red Cross First Aide Certification during employment.
15. Must be willing to work some evenings, weekends, extended hours, and irregular shifts.
16. Maintain strict departmental security, confidentiality, and quality to meet professional standards of the department.
17. Must be willing and able to obtain additional education and training.
18. Must pass a pre-employment drug screening.  Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment.
19. Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
20. A valid driver’s license or occupational driver’s license is required.  Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license.  Must be authorized as eligible to operate a Tribal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date.  Must maintain driver’s eligibility as a condition of employment.

1. Bachelor’s Degree in Psychology, Social Work, Human Services or related field.
2. Three (3) years’ work experience working with at risk youth; an equivalent combination of education and experience may be considered.
