Description
The Education and Labor Cabinet's mission is to educate, prepare and train Kentucky's current and futurework forces. Our goal is to create and make continuous improvements to an education and workforce system thatprepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers theyneed to compete and create jobs in the Commonwealth.
This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.
Key Responsibilities:

  • Serves as the lead worker in coordinating, evaluating, and reviewing the state Migrant and SeasonalFarmworker program.
  • Ensures fair and equitable service delivery, including training and support for staff in the KentuckyCareer Centers and monitoring federal rules affecting the service population.
  • Monitors and oversees outreach statewide including field visits, completes reports, and providesguidance as appropriate.
  • Monitors performance of the statewide Employment Services and Employment-Related Law Complaint System.
  • Meets quarterly with National Farmworker Job Program, grantees and other organizations serving farm workers,employers, and employer organizations in the state to address complaints.
  • Acts as program liaison.
  • Coordinates with Employment Services staff to ensure program needs are beingfulfilled statewide.
  • Establishes Memorandums of Understanding with National Farmworker Jobs Program grantees and with otherorganizations serving farm workers.
  • Creates reports for internal and external parties.
In addition to the qualifications listed in the job posting, the State Workforce Agency (SWA) prefers applicants:
(1) Who are from MSFW backgrounds; or
(2) Who speak the language of a significant proportion of the State MSFW population; or
(3) Who have substantial work experience in farm worker activities.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:Four years experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.
Substitute EDUCATION for EXPERIENCE:A master's degree will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:Work experience in workforce programs such as WIA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required college on a year for year basis.

Working Conditions
Incumbents working in this job title typically perform duties in an office setting. Travel is required.
