Tacoma Water is seeking a Workforce Development Analyst to join the Customer and Employee Experience section. This important role acts as an internal resource to Tacoma Water Superintendent, Senior Leadership team, management, and supervisors, providing analysis and direction that aid in decision making related to the development of the workforce.
In this role you will act as Tacoma Water's Human Resources liaison and partner with hiring managers and with Human Resources Talent Solutions to internally ensure compliance to established policies, processes, and expectations. This role helps to ensure consistency within Tacoma Water and compliance to Human Resources equitable hiring practices. This role also initiates and contributes to ongoing strategic and continuous improvement efforts related to an employee's experience with Water during recruitment and the onboarding phases of the employee lifecycle. This position's efforts and findings influence overall workforce planning at Tacoma Water.

Responsibilities Include:
Workforce Development and Management
  • Responsible for the processes, communications and partnerships that improve Water's ability to consistently and equitably adhere to the personnel expectations provided by Human Resources and Water's senior leaders.
  • Provides internal, centralized support for hiring managers and senior leaders who are working through the hiring process
  • Initiates internal Water process improvements as needed to ensure ongoing compliance and successful equitable recruiting outcomes.
  • Acts as lead to Workforce Development Administrative Assistant and directs work for internal records and documentation, ensuring they adhere to standards, are accurate, and up to date.
  • Leads career outreach activities as necessary, in collaboration with internal and external subject matter experts.
  • Represents Water's interests in collaborative Workforce Development efforts, liaising with internal and external stakeholders.
Reporting & Analysis
  • Creates and maintains complex, regular labor reporting systems used by Water leadership that allow for informed workforce planning and budgeting.
  • Creates reports and analysis that respond to the organization's Workforce Development needs, including but not limited to: adherence to equitable hiring practices, the development of the workforce, outreach deliverables, internal training, and/or goal and initiative progress.
Strategy
  • Implement strategic objectives and initiative projects that align with building/developing internal tools and training that prepares, informs, and improves the supervisor and employee experience at Tacoma Water and champion the strategic efforts by leading personnel related change management efforts that guide the organization toward organizational goals

Minimum Education*
Bachelor's degree in public or business administration or directly related field
Minimum Experience*
2 years of analytical and/or program coordination/management work in area related to Workforce Development and/or management.
*Equivalency: 1 year of experience = 1 year of education

  • Project and program management
  • Advanced proficiency of Microsoft Office: Word, Excel, Outlook and PowerPoint
