Description
Under general supervision, and using judgement, discernment and initiative performs highly technical water quality testing duties requiring extreme attention to detail in recording information and closely following standard operating procedures (SOP's), keeping of detailed and organized paper and digital records and preparing and processing numerous reports and logs. Prepares reports and updates work order requests with work activity. Maintenance and repair of the water distribution and/or wastewater collection systems. Employees in this classification perform highly technical and complex work. This position may also be responsible for repairing water leaks, repairing and installing sewer and water mains, and operates and maintains moderate to complex equipment. At times will be required to assist other Public Works Department staff with assignments. Performs related work as required.
Organizational Relationships:
  1. Reports to: Division Manager of Water Sewer Utilities and Water Production Supervisor
  2. Directs: This is generally a non-supervisory position.
  3. Other: Has contact with other city employees and the general public.

Essential Job Functions & Other Important Duties
  • Comply with all written City policies and procedures and all lawful instructions from supervisors. Must be able to execute instructions and job assignments furnished in written, oral, or diagram form.
  • Adhere to assigned work schedule as outlined in City and department attendance policies and procedures. Maintain regular and reliable attendance.
  • Must effectively work as part of a team and show initiative and a strong work ethic in performing and fulfilling assigned duties and team responsibilities.
  • Must continuously learn and develop trade and professional skills through internal and external training and self development.
  • Maintains a safe working environment by knowledge and adherence to regulatory safety regulations and laws such as OSHA trench safety and confined space requirements, NEC electrical safety requirement, TMUTCD construction barricading and signage requirements, etc.. Inspects job sites and enforces safety regulations and procedures. Must wear all appropriate and required personal protective equipment (PPE) and City provided uniforms.
  • Must establish and maintain positive working relationships with City staff and assigned contractors and vendors.
  • Must be proficient and skilled in clearly communicating information, ideas and instructions to others.
  • Must be proficient in the use of Microsoft Word, Excel and other City software and tablet and phone applications including work order software, TCEQ reports and spreadsheets and general programs used by the City. Must become proficient in the monitoring and use of the City's Supervisory Control and Data Acquisition (SCADA) software.
  • Must be proficient in performing construction and water utility mathematical calculations to calculate area, volume, water flow rates, chemical concentrations, chemical dosing, percentages, ratios, and other mathematical calculations.
  • Performs work in the operation and maintenance of the Water/Wastewater collections and distribution with a high level of responsibility and initiative.
  • Flushes hydrants on routine scheduled routes while keeping detailed records of flushing activity and calculates and tracks water used for flushing activities. Maintains and adjusts automated water flusher.
  • Performs hydrant flow tests and calculates available fire flow at 20-psi using provided equipment and software. Prepares hydrant flow test reports and maintains these hydrant flow test records.
  • Checks equipment, security and cleans, maintains and organizes elevated storage tank and associated site.
  • Assists plant operators perform miscellaneous maintenance on basic elevated storage tank facilities and associated instrumentation and pumping equipment
  • Responds to and resolves customer service requests related to water quality or water pressure concerns.
  • Input GIS coordinates to locate valves, hydrants, manholes water mains, sewer mains and water meters .
  • Takes water samples for compliance with lead and copper rule and nitrification requirements.
  • Takes bacteriological samples.
  • Schedules, takes, and reviews water samples for construction of new water mains.
  • Calibrates, maintains and uses water sampling apparatus and equipment.
  • Takes daily chlorine samples.
  • Prepare and submits DLQRS report.
  • Takes water samples for TTHM reporting.
  • Performs and records inspection and function tests for all sanitary sewer lift stations.
  • Performs and records weekly inspection and function tests for all emergency generators.
  • Helps with filing wastewater inspection reports.

Job Requirements
Education and Experience:
High school diploma or GED; and a minimum of two (2) years experience and/or training involving Water/Wastewater construction, maintenance and repair type work, or an equivalent combination of education, training, and experience.
Certifications and Licenses Required:
TCEQ Class C Water Distribution License is required, a TCEQ Class II Sewer Collection Operations License is desirable;
Must possess a valid Class B commercial driver's license (CDL) or the ability to obtain within 12 months of employment.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
CONDITIONS OF EMPLOYMENT
• Must pass a pre-employment drug screen/ physical and background check.
• Must have Class C Texas Driver's License.
