- Bachelor’s degree in Civil, Sanitary, Environmental, or other engineering field that includes course work in fluid mechanics, hydraulics, and water and wastewater system design
- Three years of engineering experience in the planning, design, construction, maintenance, inspection, operation, and/or permitting of water supply, distribution, and treatment facilities and wastewater conveyance, treatment, and disposal facilities
- Registered as a Professional Engineer (PE) in the State of Arizona or show proof of eligibility for reciprocity and obtain Arizona registration within six months from the date of hire
- Must possess a valid Arizona driver’s license
- Professional engineering project work in planning, design, construction, maintenance, inspection, operating, or permitting of water supply, distribution, and treatment facilities and wastewater conveyance, treatment, and disposal facilities
- Experience in a municipal or utility water resources engineering position
- Master’s degree in Civil, Sanitary, or Environmental Engineering
- Perform detailed technical engineering analysis of proposed water, wastewater, and reclaimed water infrastructure to ensure compliance with applicable regulatory, code and engineering design requirements. Use hydrology, hydraulic, chemical, biological, soil mechanics, or other civil and environmental engineering standard analytical techniques and calculations. Recommend design changes to ensure the constructed facility or system will meet regulatory requirements and protect public health and safety
- Answer technical inquiries from and interact with customers (developers, engineers, applicants, owners, and consultants) to process applications that require engineering expertise
- Review completed project documentation submitted by the engineer of record to determine compliance with approved plans and permit stipulations. Work with the owner to resolve problems or follow up with the enforcement division as required
- Conduct onsite inspections of water, wastewater, and reclaimed water facilities and systems during construction and after approval to determine if facilities are operated in compliance with approved plans and specifications and applicable regulatory and code requirements. This includes inspections of complex water and wastewater treatment plants
- Use personal notes, department forms, and personal or portable computer to document results of program-related activities in detailed technical reports and transfer records and program data into electronic databases following established protocols
- Develop testing protocols and review plans for the commissioning of water, wastewater, and reclaimed water facilities and systems
- May oversee the work of other staff, including providing workflow, assignments, training, and guidance to junior staff
- Review water and wastewater operational water quality testing data to determine compliance with approved plans, specifications, stipulations, and code and regulatory requirements
- Identify non-compliant issues and apply enforcement policies. Advise, explain, and educate permit holders, stakeholders, and the public about environmental/public health issues, regulations, safety, policy, and compliance
- Receive and provide cross-training across all Water and Waste Management Division Programs to include the Treatment Program (treatment plant plan review and inspection), the Subdivision Program (Water/Wastewater infrastructure), the Aquatics/Pool Program (commercial/public pool plan review), the Drinking Water Program (sanitary surveys of public water systems), and the On-Site Septic Program
- Must be able to work in an office environment, which requires computer work, attention to detail, and repetitive motion; May be subject to bending, reaching, twisting, kneeling, climbing, and stooping. May be subject to repetitive motion, such as typing or data entry. Frequent computer use involving the need to see details at close range. May be subject to working after hours, on weekends, and on holidays. Must use a personal vehicle or assigned county vehicle to travel to inspection sites. Exposed to outdoor climate conditions and indoor commercial environments that are sometimes wet, unsanitary, and hot. Must be able to lift floor to waist up to 30 pounds and waist to shoulder up to 30 pounds; shoulder to overhead a minimum of 10 pounds; must also be able to carry up to 30 pounds for a distance of 100 feet; may also be required to push and or pull up to 50 pounds for a distance of 100 feet
- Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
- Incumbent may be subjected to extreme temperatures, wetness/humidity, respiratory hazards, and noise and vibration

- Software ranges from Microsoft Office Suite and plan review software
