The City of Saint Charles Public Works Department is currently recruiting for the position of Water Distribution Worker Lead. The purpose is to lead and train personnel in skilled maintenance work involving a variety of specialized equipment for the construction, operation, repair, maintenance or replacement of Water Distribution system facilities and related appurtenances.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Lead and train other Water Distribution personnel in the correct processes, operations, and maintenance of all aspects of the water system. Research and identify the correct ways to address issues, equipment repairs, and suggest alternatives for consideration.
  • Must be willing and able to work without direct supervision and be held to a high level of accountability for the daily operations of the Water Distribution system.
  • Must be able to identify, plan, and execute repair and maintenance activities without direction.
  • Participate and provide input to planning meetings and budget reviews and provide future recommendations.
  • Safely and efficiently excavate, expose, repair / install / maintain water main piping, valves, service lines, taps, meters, hydrants and related appurtenances for the Water Distribution system.
  • Restock assigned vehicles on a daily basis to maintain a complete inventory of equipment, materials , and replacement parts.
  • Properly inspect, maintain, load and unload, drive and/or operate construction vehicles and equipment including hand and power tools, excavators, motor graders, backhoes, front-end loaders, high lifts, light tractors, dump trucks, snowplows, jack hammers, pumps, generators, compressors, mixers, spreaders, and other equipment used during Water Distribution maintenance/repair activities and snow removal operations.
  • Knowledgeable on trench excavation, confined space training, Water Distribution operations, water main repair, appropriate safety standards, procedures and equipment.
  • Learn new technologies, equipment, and processes to improve service delivery.
  • Assists in the inspection of water mains to identify damages, determine cause of problems and initiate corrective actions.
  • Familiar with City codes and criteria including specifications for water main and water service construction, extensions, and/or alterations.
  • Respond to public inquiries and complaints.
  • Mandatory attendance and participation in: rotating on-call schedule, assigned overtime, watermain break repair activities, civil emergencies, severe weather events including flooding and snow removal operations, special events, and call-outs.
  • Mathematically proficient in addition, subtraction, multiplication, division, geometry, trigonometry, and calculation of percentages, fractions, decimals, volumes, ratios, etc.
  • Organize, direct and occasionally perform duties of non-lead Water Distribution Worker activities.
  • Establish goals and deadlines for a crew of Water Distribution Workers.
  • Log and track service requests and work orders for a crew of Water Distribution Workers.
  • Coordinate with utility companies to identify utility conflicts prior to construction.
  • Communicate clearly to effectively explain issues to the public, management and other employees.
  • Display a positive work ethic, attitude and respect towards all employees.

Minimum Training and Experience Required to Perform Essential Job Functions
  • High School diploma or equivalent; Associate degree in related field with experience in Microsoft Office Outlook, Word, and Excel preferred.
  • Minimum five (5) years of experience related to water systems construction, maintenance or repair; or any combination of education and experience that provides equivalent knowledge of watermain materials and the skills, and abilities to troubleshoot Water Distribution system issues including leaks and pressure fluctuations.
  • Valid Missouri driver's license required.
  • Valid Class A Commercial Driver's License with air brakes and tanker endorsements required as a condition of employment and continued employment.
  • Department of Transportation Medical Examiner's Certification required as a condition of employment and continued employment.
  • Missouri Department of Natural Resources DS III Certification required.

Physical Abilities Required to Perform Essential Job Functions
  • Ability to perform difficult manual labor for prolonged periods of time under severe weather conditions including extreme heat, cold, wind, rain, snow, sleet, etc. while, either alone or in combination thereof, climbing, balancing, stooping, kneeling, crouching, crawling, twisting, pushing, and pulling; and ability to frequently lift and carry equipment and materials weighing 50 pounds, and occasionally up to 100 pounds, a minimum distance of 10 feet.
  • Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
