To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level which includes but not limited to: negotiating and developing contracts that are long term, short term, subject to annual renewal, or temporary; negotiates eligibility of water user agreements and how and when water is to be delivered; performs full range of contract administration functions to assure compliance with contractual provisions and settlement of problems consequent to water service.

EDUCATION: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. (NOTE: You must attach a copy of your transcripts)
OR
COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. (NOTE: You must attach a copy of your transcripts)
To qualify at the GS-12, you must possess one year of specialized experience equivalent to the GS-11 level which includes but not limited to: negotiating and developing contracts that are long term, short term, subject to annual renewal, or temporary; negotiates eligibility of water user agreements and how and when water is to be delivered; performs full range of contract administration functions to assure compliance with contractual provisions and settlement of problems consequent to water service; maintain liaison with state agencies in water resources, engineering firms, citizen groups.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/25/2024.Education: This position does not allow substituting education for experience for the GS-12 level.
This vacancy announcement allows substituting education for experience at the GS-11 grade level.
