Job Summary and Qualifications

Under general direction, assumes service line responsibility and authority for the administration, evaluation, and coordination of the functions and activities of the Portsmouth Regional Hospital Oncology program, including radiation oncology services, oncology accreditation, inpatient and outpatient coordination of oncology patient care. S/he works closely with the medical center leadership and the Sarah Cannon Regional Vice President, physicians, and hospital leaders to coordinate the strategies and practices of the adult oncology program. Collaborates on program components internal and external administrations and staff. Areas of responsibility include payer negotiations, contracting, quality and compliance, accreditation, strategic development, marketing and outreach and research.

S/he acts as liaison between Sarah Cannon Research Institute on clinical trials that may impact facility operations. Collaborates with the Sarah Cannon Enterprise and Sarah Cannon leadership to ensure operating objectives and strategies are in accord with the overall hospital, division, and enterprise needs. Serves as a member of the Administrative Team.

People

Provides administrative support and direction for the operations of the Sarah Cannon Cancer Institute at Portsmouth Regional Hospital, including the Sarah Cannon TCT Program, nursing units, and radiation oncology, and appraises the performance of respective department leaders, including authority to hire and dismiss subject to the veto of the CMO. S/he works closely with the Sarah Cannon Regional Vice President, radiation oncology leadership and physicians and hospital leaders to coordinate the strategies and practices of the oncology program, including adult and pediatrics. Provides support and direction to other cancer related services including the Sarah Cannon operating room services, Imaging, and the Breast Center.

Growth

Communicates routinely with the Chief Medical Officer, Chief Operating Officer, Chief Financial Officer and the Sarah Cannon Regional Vice President concerning policy recommendations and suggested courses of action pertinent to the efficient operation of assigned departments. Implements new policies and disseminates information following administrative directives. In conjunction with the Sarah Cannon Enterprise and the Regional Vice President, identifies and implements strategic and growth objectives. Encourages and assists department managers in establishing measures of performance including increased productivity, market share, cost controls and maximum utilization of facilities. Recommends improvement of hospital facilities in assigned areas, including construction and renovation of structures and purchase of new equipment. Leads the Physician Recruitment activities for the Sarah Cannon Cancer Institute and the oncology service line at Portsmouth Regional Hospital.

Finance

Promotes complete involvement of department managers in the preparation of the department’s operating and capital budget and educates them in the importance of the budget, forecasting and planning process. Advises and makes recommendations to  the Chief Medical Officer and Chief Operating Officer concerning budgeting, cost and financial matters.

Quality

Accountable to track and establish measures of performance including quality improvement and quality assurance. Advises Chief Operating Officer where executive action is necessary to accomplish these goals. Ensures Portsmouth Regional Hospital achieves and/or maintains accreditation by the American College of Surgeons Commission on Cancer, National Accreditation Program for Breast Centers, American College of Radiology-Radiation Accreditation.

Community

Attends medical staff meetings and/or medical staff committee meetings as assigned or requested. Collaborates with physicians to develop positive relationships. Informs the Chief Medical Officer and Chief Operating Officer of proceedings at meetings attended and recommends action, as necessary. Represents the hospital by membership in related professional and community associations. Supports community projects and agencies.

Ethics and Compliance

Conducts all business according to Ethics and Compliance protocol. Participates in, and assures that all Portsmouth Regional Hospital and Division reporting department staff complete mandatory annual Ethics and Compliance and Healthstream training.

1. Serves as a key leader at Sarah Cannon Cancer Institute at Portsmouth Regional Hospital in groups focused on oncology services, emphasizing collaboration between the facility and the Sarah Cannon Enterprise mission, vision, and strategies.

2. Program strategic planning, goal setting and business development and budgeting.

3. Assure quality management plan is established with goal achievement documented and quality improvement processes identified.

4. Provides indirect oversight for the activities of the nurse coordinators and essential program staff including but not limited to financial coordinators, data manager, regulatory manager, and stem cell processing technologists.

5. Evaluates programs for increased operational efficiency, specifically focused on transitions of care, physician communication, and service excellence.

6. Provides financial management including pricing, reimbursement and managed care contracting strategies and program costs.

7. Program marketing and outreach strategy (i.e. educational conferences) development and implementation.

8. Collaborates with Sarah Cannon Nurse Navigation Director to ensure excellence in patient connectivity and service offerings.

9. Responds to requests for information (RFIs) from national, regional, and local insurers. RFIs include program information (housing, staff education, medical team, quality management activities, clinical protocols), and volume and outcome data.

10. Serves as hospital representative/administrator for CoC, NAPBC, ASTRO accreditations, and attends all committee meetings.

11. Recommends facility improvements, policy and procedure edits or additions, and quality programs that align with the strategies of the overall oncology program.

EXPERIENCE & JOB REQUIREMENTS:

▪ Master’s degree, MSN, MBA or MHA preferred

▪ 10+ years of hospital administrative experience

▪ 3-5 years prior experience working with an Oncology program and knowledge of oncology services required.
