Job description

Summary:

Reporting to the Senior Vice President Chief Nursing Officer (CNO) is accountable for executing the strategic direction and plan implementing key initiatives and oversight of operations management for the nursing department including direct responsibility for pediatric nursing in ambulatory care units pediatric inpatient pediatric emergency department and collaboration in pediatric perioperative services. Functions as Chief Nursing Officer in the absence of the Senior Vice President CNO.

 

Responsibilities:

The Vice-President Associate Chief Nursing Officer (VP ACNO) of Pediatrics is a contemporary leader assumes responsibility for the operations and administration of nursing for the pediatric designated clinical areas and is accountable for the quality of nursing care that includes continuously monitoring patient outcomes against established standards; evaluating and improving performance in clinical programs; establishing systems to evaluate and promote staff proficiency; developing educational goals to meet staff and patient needs; and supporting clinical research to generate nursing sensitive outcomes to improve patient care delivery. Responsible for creating and maintaining a work environment that fosters staff satisfaction employee growth interdisciplinary collaboration team building and excellence in customer service across the continuum of care.

Aligns fosters and embraces the triad pediatric and pediatric emergency medicine leadership model working closely with the and the VP of Pediatric Services Chair of the Department of Emergency Medicine and Physician-in-Chief of Emergency Medicine for Rhode Island Hospital/Hasbro Children�s Pediatric Emergency Department Medical Director. Collaborates with physician leaders the Senior Vice-President Chief Nursing Officer unit leadership and colleagues to plan design and implement customer-focused coordinated delivery of patient care services and clinical programs.

Consistently applies the corporate values of respect honesty and fairness and the constant pursuit of excellence in improving the health status of the pediatric and adolescent populations of the region through the provision of patient-centered geographically accessible and high-value services within the environment of a comprehensive integrated academic health system. Is responsible for knowing and acting in accordance with the principles of the Lifespan Corporate Compliance Program and Code of Conduct.

Facilitates the development of short- and long-term goals for pediatric inpatient care pediatric emergency care and pediatric ambulatory care in collaboration with unit management other leadership and staff while promoting Lifespan�s mission its values and key business objectives aligning HCH nursing with the RIH overall goals. Monitors analyzes and reports on healthcare industry trends formulates environmental assessments and makes recommendations.

Supportive and aligns in the planning and direction of the organization�s programs and facilities in accordance with federal state and local standards guidelines and regulations. Collaborates with the pediatric and emergency medicine leadership triad physician chiefs or designees in strategic planning for pediatric and emergency medicine services and evaluation of pediatric clinical programs and emergency department care and programs.

Assures compliance with standards set by the Nursing Executive Committee regulatory and accreditation agencies. Evaluates the quality and efficiency of nursing care based on optimal patient care outcomes established by institutional/regional/national benchmark outcomes data.

Ensures a system to assess patient family and community needs for services pediatric emergency services and programs. Ensures all pediatric patient care activities support established clinical standards of care and consider diversity and age-specific needs of the patient populations served. Facilitates and supports in the development implementation and evaluation of new programs operations and services for all areas of outlined responsibilities as assigned working closely with all operating functions of the organization to ensure permanence of programming and services. Assures the programs and services meet and exceed expectations of the customer supporting continuous quality improvement practices.

 

Promotes effective planning and coordination of services with physicians other departments and outside agencies. Ensures effective customer relations between the emergency department the perioperative service other inpatient units and services ambulatory services physicians and the community.

 

Facilitates continuous performance improvement by encouraging innovation supporting reasonable risk-taking and maintaining openness to new ideas. Collaborates with the Center for Professional Practice and Innovation. Fosters development of staff through learning needs assessment and program development to foster an environment of continuous learning.

Participates in and leads where appropriate system-wide and interdepartmental strategic initiatives related to areas of responsibility. Champions projects within the organization influencing patient services and hospital leadership appropriately allocating resources.

Collaborates and consults with peers and colleagues by defining functional standards and translating them into usable applications and/or care patterns. Collaborates with peers colleagues and physicians to develop mutually workable solutions to ensure consistency and continuity of functional applications across nursing such as improved patient placement and flow of the patient through the continuum of care across the system.

Ensures services are coordinated and integrated both intra- and inter-departmentally to demonstrate patient-centered coordinated care to reduce system patient caregiver and community variances to the plan of care.

Coordinates and serves as a liaison between the medical support nursing staff and other disciplines to ensure that specific issues and problems are communicated and resolved in an appropriate and timely manner.

Facilitates the effective utilization of resources (people financial material and equipment) to meet established goals and objectives of Lifespan and RIH/HCH academic medical center. Accountable for operating priorities to ensure activities support the system�s strategies while maintaining fiscal responsibility. Focuses on the enhancement of the financial strength of the Hospital to fulfill its long-term mission.

Formulate and approve short and long-term goals and objectives plans and budgets for assigned functions including but not limited to: developing and securing approval of fiscal year budgets and goals for assigned organizational components; monitoring progress to goals objectives and budgets and making necessary adjustments.

Provides sponsorship to the function by identifying resources required to achieve the operating results and advocates for them during resource allocation. Demonstrates operational responsibility for productivity in all areas of responsibility. In conjunction with unit leadership develops recommends implements and monitors capital and operating budgets for the pediatric academic medical center and pediatric ambulatory care services. Ensures all professional standards of practice and scope of services are aligned with RIH/HCH staffing plans and work assignments.

Participates in development and assessment of new programs; assesses market position and provides analysis for decision-making process; participates in the development of related business plans. Ensures inpatient billing process for billable services such as telemetry and specialty beds provides for maximum reimbursement.

Ensures effective recruitment selection development and evaluation of managerial professional and support staff to optimize achievement of goals and objectives. Implements and facilitates the direction of professional development and leadership development.

Fosters the development and implementation of succession plans for key clinical education and leadership positions within the organization by seeking out leaders and staff who demonstrate the actual or potential skills desire and commitment to advance. Supports professional and leadership development in nursing by promoting collegial and collaborative relationships with area nurse educators and by offering preceptorships to graduate students in nursing administration. Ensures that processes are in place for selecting aligning developing motivating and retaining a team of highly skilled managers and staff.

Supports the organizational infrastructure for ongoing orientation training education and professional development for pediatric and pediatric emergency focused nursing staff in current new and developing technologies to ensure competent nursing staff capable of providing effective efficient nursing care for the pediatric and pediatric emergency population.

Provides effective labor and employee relations to promote employee manager effectiveness and satisfaction in the workplace. Ensures compliance with collective bargaining agreements and human resource policies.

Serves as a role model to staff by continuously demonstrating Lifespan�s values and principles creating and maintaining effective positive customer service relationships by identifying customers and their needs ensuring the needs are met or exceeded and responding appropriately to difficult interactions and educating staff on the importance of quality customer service. Effectively and continually communicates with staff management and customers to facilitate the flow of information necessary to the success of employees department function and the organization.

Supports and participates in the vision of attaining the Magnet designation for RIH/HCH to ensure that Magnet standards are incorporated and sustained wherever nursing is practiced and across the organization.

Ensure structure and processes are sustained across the organization to maintain the highest quality in patient care outcomes and patient/family experience.

Shares accountability with unit leadership and staff to develop the plan for providing patient care which is designed to support improvement and innovation in professional practice based on patient need and the mission of the hospital.

Maintains level of knowledge of and expertise in cutting edge developments in the field of pediatric and pediatric emergency nursing including but not limited to medical surgical services critical care services emergency services and programs in ambulatory care and inpatient care and innovations in technology by participating in ongoing independent study education-related professional activities and professional affiliations. Participates in or leads various committees task forces and quality improvement teams as needed.

Supports research opportunities in the clinical practice and administrative environment to contribute to the knowledge base of professional practice for all related disciplines in pediatrics behavioral health ambulatory setting for pediatrics and adolescents. Collaborates with outcomes research and evidence-based practice to facilitate interdisciplinary patient-oriented research and unit/departmental performance improvement projects.

Demonstrates evidence of career advancement through continuing education scholarly accomplishments (e.g. presentations research publications) and/or leadership in local/regional/national professional organizations. Performs other related duties as assigned.

Other information:

Licensure as Registered Nurse in the State of Rhode Island by the Rhode Island Board of Nursing or licensure as a Registered Nurse in accordance with the Nurse Licensure Compact agreement of the National Council of State Boards of Nursing.

QUALIFICATIONS � EDUCATION:

Bachelor�s Degree in Nursing from an accredited college or university.

Master�s Degree in Nursing or a related field such as healthcare administration or its equivalent.  

Doctor of Nursing Practice or PhD preferred

Must have current licensure to practice as a Registered Nurse in the State of Rhode Island 
Professional certification in the field of nursing or healthcare

QUALIFICATIONS � EXPERIENCE:

A minimum of 5-7 years of progressively responsible related experience preferably gained in a similarly diverse and operationally complex healthcare environment.

Experience should demonstrate a very high level of written and verbal communication skills; the ability to conceptualize develop and effect quality in-patient services; effective leadership/management skills; and commitment to continuous quality improvement.

Thorough knowledge of the Nurse Practice Act of the State of Rhode Island is required.

SUPERVISORY RESPONSIBILITY:

Supervisory responsibility for up to 390 FTEs.
