You have previous experience with payments or card networks and have 2 or more years of experience with Visa, MasterCard, and Discover cardholder data security program rules and requirements and are seeking your next professional growth. This is the team for you.

As a Vice President - Payments Governance; Client Operations Manager III in Payment Governance at JPMorgan Chase, you will be responsible for enhancing and exceling a new team focused on ensuring Third Parties, in particular, Payment Facilitators, Marketplaces and Staged Digital Wallet Operators, are meeting Acquirer, Regulatory, and Card Network requirements. You will be responsible for ensuring we are properly positioned to scale for the future in a fast-paced environment that is rapidly growing and ever changing. You will be expected to be a critical subject matter expert in card network rules and quickly become versed in JPMorgan Chase's policies in areas including fraud, credit, legal and brand risks, as well as keeping abreast of emerging trends within the industry. You will also be accountable for providing practical business advice in relation to policies in the payments industry.

You will be responsible for conducting onsite assessments, monthly and quarterly monitoring reviews, evidence collection, document retention, quality assurance, and reporting. Additionally, you will ensure due diligence requirements around industry trends and card brand mandates impacting Merchant Services are proactively addressed with possible impacting issues with Third Parties while mitigating firm wide reputational, financial and regulatory risk. You will be required to have extensive analytical, presentation skills and report-writing abilities and must be proactive, creative and exhibit advisory expertise while consulting with Third Party agents, relationship managers, executives and Card Network representatives to promote proper execution of governance.

Payments Governance will collaborate and become the oversight and governance body for the broader initiative within Multi-Party Commerce. It will be equally crucial for you to develop trusting and collaborative relationships with internal stakeholders that will provide Subject Matter Expert input and execute across multiple programs and initiatives. Your work will be highly visible to senior leadership and be instrumental to driving our future growth with Third Parties that have sub-merchant relationships.

Reporting to the Vice President of Payments Governance, you will ensure proper oversight and governance for all Third Parties that have sub-merchant relationships for the lifecycle of the engagement. Additional responsibilities include properly evaluating, assessing, and monitoring Third Party relationships in accordance with standards. You will be tasked with compiling data and completing documentation related to third party assessments, as well as ensuring that any issues that arise are appropriately captured, assessed, reported, and mitigated to acceptable levels. You must have exceptional skills in attention to details, communication skills, process and procedural development, auditing skills, SharePoint development and the ability to build a high functioning team with minimal errors and high demand. Lastly, you will own key processes around business results, financial results, client experience and controls. For each process, you will determine and build out procedures, tracking measurement, reporting and analyze these measurements to provide meaningful feedback to the business.

Job Responsibilities

  • Be the subject matter expert on Network and regulatory requirements of an Acquirer and be able to evaluate and assess clients on how well they meet the controls
  • Initiate and lead discussions on card network requirements and procedures with internal and external stakeholders
  • Be an expert at evaluating the compliance and card network requirements associated with payments products such as sub-merchant due diligence, fraud, and chargebacks
  • Develop testing procedures for onsite, monthly and quarterly assessments with detailed documentation review
  • Ability to enhance procedural requirements focused on Third Party oversight and governance throughout the lifecycle of the relationship
  • Proactively identify obligations based on applicable financial regulations, and Card Network requirements. Translate identified obligations into relevant policies and procedures to be communicated and implemented across the business
  • Execute onsite fieldwork and provide insightful reports to senior management
  • Complete continuous monitoring of the Third Parties to identify changes in the assessment
  • Develop and implement data analysis tools to improve assessment efficiency and effectiveness
  • Identify emerging risks and themes to be reported to senior management
  • Document findings and work with the partner teams to resolve findings or seek risk acceptance (RA) approvals

Required Qualifications, Capabilities, and Skills

  • Previous experience with payments or card networks is a must and a plus if you have worked as part of an operations team
  • Must be passionate about payments, fintech, Third Party and compliance risk management with an eye on the future
  • Must have experience in external partner-facing roles
  • Demonstrated project/program management skills and a proven track record for building and scaling programs from the ground up
  • Expertise in the ability to collate, report and reconcile large data sets
  • Analytical thinker with excellent interpersonal, written and verbal communication skills with the ability to present and influence at the executive level
  • Ability to identify common areas of risk and compliance vulnerability
  • Strong stakeholder management skills including navigating difficult situations, negotiating timelines, and influencing internal and external stakeholders across organizations and borders

Preferred Qualifications, Capabilities, and Skills

  • 2 years of experience with Visa, MasterCard, and Discover cardholder data security program rules and requirements
  • Qualifications in a relevant discipline with relevant accreditations, solid working experience as a professional auditor and/or financial industry practitioner or experience with one or more banking regulator partners
  • Experience with data analysis would be beneficial (Python, Big Query, Looker, Alteryx)
