Summary

The Vice President of Government Affairs for Arizona is responsible for the overall leadership, management, vision, and operations of Government Affairs, which including Contexture’s work with the legislative and executive branches for the State of Arizona and Tribal Governments. The Vice President of Government Affairs will work with the Vice President of Government Affairs for Colorado, Chief Revenue Officer, Chief Legal Officer, and other senior leaders and stakeholders to develop and execute an impactful and comprehensive Government Affairs strategy that furthers Contexture’s mission in alignment with the strategic plan.

The Vice President of Government Affairs directs and coordinates cross functional efforts within the state of Arizona relevant to (1) aligning strategically with the executive branch; (2) advocating and lobbying at a tactical level in the executive branch, including relative to new service opportunities with funding attached; (3) advocating at the legislature; and (4) coordinating management of government contracts. Additionally, this position will be involved in monitoring activities that may affect the role of Contexture or the public perception of Contexture and in preparing the organization to communicate effectively with government stakeholders related to strategic planning, contracting, regulatory, or legislative issues. This position is focused on Arizona.

This position is based in Phoenix, Arizona. Our strategic flexibility allows for local work from home opportunities.

Essential Duties and Responsibilities
include the following:
  • Directing strategic alignment with Arizona state agencies, tribal governments, and Indian Health Services (IHS), which includes engagement with leaders on long-term plans, finance strategies, and overall development of health IT systems and policy in the state; leading internal coordination
  • Contributing to strategic alignment with Contexture’s national activities and Colorado state agencies, in collaboration with VP of Government Affairs for Colorado
  • Directing tactical executive branch lobbying/advocacy in Arizona, including advocating for specific regulatory or other administrative decisions; leading internal coordination
  • Leading the development and execution of public policy priorities and strategy in collaboration with relevant staff and contract lobbyists
  • Proactively initiating and cultivating relationships with state, tribal, and federal policymakers, and their staff, ensuring Contexture’s policy stances are known, including our health data utility vision
  • Identifying and analyzing proposed and finalized federal and state legislation which may impact Contexture and summarizing for the Legal Department and leadership team
  • Coordinating management of government contracts by leading cross-functional teams responsible for projects from inception to completion; developing efficient and predictable processes to promote smooth internal operations and client satisfaction
  • Supervision and oversight of staff as it relates to state specific programs and government relations, who are the primary points of contact for government programs and are responsible for collaborating across teams to draft business cases, draft scopes of work, define project goals and metrics, develop project budgets, and track deliverables, and report progress and risks
  • Approving proposed project budgets in collaboration with the Vice President of Contracts and the Vice President of Project Management; supervising staff who monitor spending and providing support when adjustments are needed to stay on budget or seek modification
  • Developing and maintaining annual department budget for state programs, regularly monitoring revenue and expense line items to keep initiatives on budget
  • Drafting a variety of written material, including op-eds, blog posts, policy proposals, comments on legislation, formal correspondence, internal briefings, training materials, etc.
  • Representing Contexture at in a variety of forums including state and federal meetings
  • Providing daily supervision and management of assigned staff, maintain allocated staffing levels including leading recruitment efforts, training, and creating onboarding plans for new or transferred employees
  • Creating and manage team goals and performance metrics based on Contexture’s overall annual goals and KPIs
  • Performing other related duties as assigned

Skills
  • Exceptional communication skills, both written and oral; experience as a public spokesperson and advocate; ability to analyze and articulate legal concepts and other complex issues and to communicate them to a variety of audiences; a “quick study” on a dynamic array of issues
  • Knowledge of and experience in policy issues impacting healthcare, health information technology and data privacy strongly preferred
  • Ability to build relationships with relevant policy partners (government, policy shops, academic institutions, etc.)
  • Ability to lead teams within and outside of direct supervisory authority
  • Excellent interpersonal skills and the ability to develop effective collaborative working relationships with internal and external personnel at all levels, and from a variety of disciplines
  • Strong expertise using Microsoft Office suite for document/materials development
  • Ability to work in a fast-changing and sometimes ambiguous environment, identifying key priorities and driving novel solutions
  • Ability to travel, including to Washington, D.C. and to and within Arizona and Colorado. Extended working hours and overnight travel may be necessary
Education/Experience
Minimum of 10+ years of experience in public policy or advocacy role, including extensive experience in working with state or federal officials and staff. Bachelor’s Degree in relevant field is required, Master’s Degree in Public Policy or Healthcare Administration preferred. Strong preference for candidates with healthcare experience with Arizona, tribal governments, and the Indian Health Services.

The person in this position needs to frequently communicate and exchange information and move about inside the office to access file cabinets, office machinery, etc. Must be able to remain in a stationary position 50% of the time. Constantly operates a computer and other office productivity machinery, such as a keyboard, monitor, calculator, copy / scanner machine, and printer. Frequently moves office and work-related material weighing up to 10 pounds; Occasionally moves office and work-related material weighing up to 30 pounds.
