Position Summary:The position will assist in ensuring access to home and community-based services and other medical and non-medical services for individuals with physical disabilities enrolled in a 1915© HCBS waiver.
This position will provide administrative support to two 1915© Home and Community-based Services waivers, known as the Community Alternatives Program for Children (CAP/C) and Disabled Adults (CAP/DA). The CAP waivers are authorized under section1915© of the Social Security Act and comply with 42 CFR § 440.180. These programs provide a cost-effective alternative to institutionalization by supporting a physically disabled Medicaid beneficiary to remain in or return to a home and community-based setting.
This position will oversee vendor compliance with the performance measure and service level agreements outlined in the scope of work of the Comprehensive Independent Assessment Entity (CIAE) contract awarded to Acentra Health. This position will collaborate with each program lead from NC Medicaid and Acentra to assist with evaluating compliance with program objectives and performance measures, staffing ratio for each program, call center metrics, beneficiary and provider training, and stakeholder engagements.
Other Responsibilities:
a. Organize regularly occurring planning/evaluation meetings between NC Medicaid and Acentra Leads for each program.b. Work collaboratively with the NC Medicaid Program Leads and Acentra leads to set the agenda for each program meeting.c. Review data reports submitted from Acentra Health to NC Medicaid to align with performance measures and program objectives. Make a recommendation to the NC Medicaid program lead of concerns.d. Review submitted quarterly reports to ensure reporting of quarterly compliance with program objectives and performance measures is accurate. Make a recommendation to the NC Medicaid program lead of concerns.e. Working collaboratively with the NC Medicaid program leads to reconciling monthly invoices to make a recommendation for payment. Circulate the monthly invoice to each program lead for their signature and submit the approved invoice to the finance unit for a recommendation of payment.f. Work collaboratively with Acentra Health to resolve concerns with submitted invoices.g. Ensure Acentra Health remains in compliance with the contract and makes a recommendation for corrective actions or liquidated damages as identified for each performance measure listed in the contract for non-compliance.
· Master’s degree in public administration, Public Policy, Public Health, Nursing, Social Work from an appropriately accredited institution and three years of long-term services and support and home and community-based services or related experience; or· Bachelor’s degree in public administration, Public Policy, Public Health, Nursing, Social Work from an appropriately accredited institution and four years of long-term services and support and home and community-based services or related experience; or· Licensed to practice as a Nurse in the State of North Carolina and two years of long-term services and support and home and community-based services; or· an equivalent combination of education and experience.
· Proven ability to communicate effectively and professionally with internal and external stakeholders, staff, managers, and public figures (in-person, online, in writing, and on the phone).
· Proficient in Microsoft Office products, including Word, Excel, SharePoint, Outlook, and other online platforms.
· Ability to establish and maintain effective working relationships with other state agencies, providers of services, advocacy groups, and other organizations.
· Ability to work independently with minimum or no supervision.
· Ability to effectively manage multiple tasks and priorities.
· Proven experience in collecting and analyzing programmatic data.
· Working knowledge of program or contract management.
· Proven ability to interpret and apply complex Federal and State regulations.
· Strong understanding of program management, particularly compliance with service level agreements, performance measures and program objectives.
· Working knowledge of quality improvement strategies and corrective action plan.
· Ability to evaluate and analyze workflows and program objectives to assist with problem solving.
· Proven ability to research and verify information used to make decisions on compliance and work program efficiencies.
· Knowledge of program invoicing.
