JOB SUMMARY
Under the supervision of the Operations Supervisor, the Utility Relief Operator is responsible for daily operation, permit compliance and selected preventive maintenance of the Wastewater Treatment Facility, Water Treatment Facilities, Biosolids Management processes and all associated equipment as directed.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Performs wastewater process control tests as directed, such as, settleable solids, dissolved oxygen, and pH. Collect samples and performs routine analysis for wastewater and water processes. Monitors SCADA, charts, graphs, totalizers, indicators, and chemical feed equipment. Records, analyzes, and reports data collected. Log significant and dispatch maintenance and other resources when appropriate.
- Identifies and troubleshoots process and equipment problems and communicates significant process and equipment problems to fellow Operators or Supervisors as appropriate.
- Monitors the utility’s water facilities, wastewater facilities and lift stations, responds to alarms, and notifies appropriate on-call personnel for emergency repairs.
- Communicates, cooperates, and coordinates with Supervisor and other division personnel on a daily basis.
- Participates in technical and general safety training for wastewater and water industry.
OTHER DUTIES AND RESPONSIBILITIES
- Performs preventive and light corrective maintenance duties, such as cleaning, painting, equipment preventive maintenance and care, grounds maintenance, and snow removal.
- Responsible for observing and reporting on facility security, safety, equipment condition, and facility cleanliness.
- Ability to use courtesy, tact, diplomacy, and persuasiveness when working with other Public Works and Utilities team members, other departments, and the public.
EDUCATION AND EXPERIENCE
- Must have a valid Operator’s Driver’s License.
- Must achieve and maintain Wastewater and Water Operator certification within pre-determined timeframe.
KNOWLEDGE, SKILLS, AND ABILITIES
- High school diploma or GED equivalent.
- Two year’s experience in operation of an activated sludge wastewater treatment facility and/or water treatment facility.
- Knowledge of wastewater and water treatment technology, including equipment, processes, theory, problem identification and solution and able to work with minimum supervision.
- Ability to enter data and print reports on personal computer.
PHYSICAL, MENTAL, AND VISUAL SKILLS
- Ability to be mobile in a variety of work environments, including climbing steps, ramps and ladders, and entry of confined spaces.
- Must possess sufficient physical strength and agility to perform regular lifting and moving of materials, to reach overhead, bend down, walk, climb or crawl to access and maintain equipment.
- Logical or scientific thinking to solve problems and ability to solve algebraic and mathematic functions.
- Ability to read and understand O & M manuals, safety and personnel policies and procedures, and written instructions.
WORKING CONDITIONS
The water and wastewater treatment environments present chemical, biological, and physical hazards. Employees must be able to wear and/or use a variety of personal protective gear to prevent exposure to these hazards and understand and follow safety and maintenance procedures.
DRUG TEST REQUIRED
The City of Elkhart is a Drug Free Workplace. Therefore, a post offer, pre-employment drug screen is required. Random drug testing may be conducted after employment.
