The Utilities Operator Trainee is the first level in a four-level Maintenance and Operations - Utilities classification series responsible for serving as a trainee in the operation of a water treatment plant or serving as a trainee in maintaining the water production and distribution systems and the water collection system. Incumbents will work with certified operators under close supervision.
The Utilities Operator is the second level in a four-level Maintenance and Operations - Utilities classification series devoted to maintaining water production and distribution systems and the water collection system. This classification level has three competency ranks.

Essential Functions
Utilities Operator Trainee - Essential Functions
- Assists with the inspection and maintenance of water production systems, and water distribution systems.
- Assists with monitoring, adjustment, and maintenance of the water treatment process.
- Assists with the collection of water samples for laboratory analysis and conducts basic water quality tests.
- Assists with the installation, maintenance, and inspection of water meters.
- Performs service orders and connections/disconnections.
- Learns water operations through written and verbal instruction, and observation.
- Assists with maintaining grounds and facilities by cleaning and repairing buildings, completing grounds maintenance, landscaping, and painting.
- Follows standard operating procedures for operation, repair, and maintenance activities.
- Enters data and maintains logs and records.
- Performs related work as assigned.

Utilities Operator - Essential Functions
- Performs Inspection and maintenance of water production and distribution systems.
- Inspects and maintains wastewater collection systems, lift stations, and flood irrigation systems.
- Performs water main and service line repairs.
- Performs AZ811 utility locates.
- Tests and treats water at wells.
- Operates and maintains process equipment.
- Maintains grounds and facilities by cleaning and repairing buildings, completing grounds maintenance, landscaping, and painting.
- Follows standard operating procedures for operation, repair, and maintenance activities.
- Reads and interprets technical manuals and instructions.
- Enters data and maintains logs and records.
- Provides customer service.
- Performs related work as assigned.

Minimum Qualifications
Certifications/Licenses:
- Arizona Class D Driver’s License.
- Arizona Class A Commercial Driver’s License (CDL) with tanker endorsement within 12 months of hire.
- Arizona Department of Environmental Quality (ADEQ) Water Treatment or Distribution Grade 1 certification within 12 months of hire.
Utilities Operator:
Education and Experience:
- Arizona Class D Driver’s License.
- Arizona Class A Commercial Driver’s License (CDL) with tanker endorsement within 12 months of hire.
- Arizona Department Environmental Quality (ADEQ) Water Treatment or Distribution Grade 1 certification.

CONTINUING EMPLOYMENT REQUIREMENTS
