Job description

UTILITIES DIRECTOR

GENERAL FUNCTIONS:

  • Department Head position responsible for the overall planning, organization and management of all aspects of departmental functions, including general administration, budgeting, capital planning, rate models and policy development. Responsible for assuring that projects are consistent with applicable codes, standards and principles; are completed on schedule and within budget; are environmentally responsible; and enhance, improve and respect our community’s standard of living and quality of life.
  • Professional, administrative and supervisory work directing, coordinating and managing all services and programs assigned to the Utilities department and its three operating divisions: sewer, storm water and solid waste.

ENVIRONMENT:

  • Office work will generally be in an air-conditioned environment, fieldwork will generally be in an environment associated with project sites throughout Key West.

DUTIES/TASKS/JOBS:

  • Develops long term capital improvement master plans for Utilities.
  • Determines departmental priorities and sets performance goals for executing capital projects.
  • Plans, organizes and oversees departmental activities and directs subordinate personnel in functions of storm water / sewer maintenance and construction, utility operations, engineering services, and fleet management.
  • Presents to City Commission and other Boards as necessary.
  • Oversees the development and execution of operations and maintenance contracts with third parties.
  • Responsible for developing administrative and program standards for department responsibilities.
  • Coordinates with the Planning and Engineering Departments on major development initiatives.
  • Oversees the staff review of submission to the Development Review Committee.
  • Coordinates the permitting of the FDEP WWTP operations permit.
  • Coordinates compliance and maintenance of FDEP MS4 NPDES permit and reporting.
  • Coordinates with the United States Navy and other public utilities for operations, project coordination and administration.
  • Develops strategic capital plans to coordinate with county LMS for potential grant opportunities.
  • Oversees the execution of grants with FDEM, FEMA, HMGP, etc.
  • Responds to issues raised by citizens and elected officials.
  • Participates in the preparation and/or prepares reports, rate studies, budget, capital plans, specifications, bids, contracts, and other correspondence to ensure compliance with prescribed standards, rules and regulations.
  • Oversees the long range and short range financial and capital planning / rate studies related to department functions.
  • Implements programs and projects aimed at achieving departmental objectives and utilizes the City’s
  • Strategic Plan to ensure programs and projects are coordinated with the City’s current priority list.
  • Meets with public officials and citizen organizations to explain various department projects and programs.
  • Reviews, evaluates and recommends bids for related service contracts and capital projects.
  • Prepares and administers department budget.
  • Ensures employees are trained in their duties and responsibilities.
  • Performs related technical, administrative, advisory and supervisory work as required.

REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES

  • Extensive knowledge of principles, methods, materials equipment and practices of civil engineering, construction and maintenance activities necessary to operate sewer, storm water and solid waste utilities and other functions of the city.
  • Extensive knowledge of the principles of general management, governmental administration and/or business administration in a related field.
  • Considerable knowledge of applicable federal, state and city laws, rules, regulations and ordinances pertaining to departmental operations.
  • Ability to train employees in areas of work assignment.
  • Ability to establish and maintain effective working relationships with other employees, supervisors, department heads, city officials, agencies, contractors, developers and the general public.
  • Ability to express ideas and information clearly and concisely, both in writing and verbally.
  • Ability to supervise a staff of employees and assist with their professional development.
  • Ability to exercise judgment and discretion in devising, installing and interpreting City rules, regulations, policies or procedures.
  • Ability to plan and direct varied operations in the field and office.
  • Ability to critically assess situations, solve problems, work effectively under pressure and in emergency situations, and meet deadlines.

QUALIFICATIONS

  • Graduation from accredited college or university with a bachelor’s degree in: Engineering, Construction, Management, Finance, Accounting, or Business Administration or related field. Extensive knowledge of

Engineering and/or Utility operations.

  • Three (3) years of experience in a responsible senior managerial position.
  • Three (3) years of experience working for a public agency preferred.
  • Seven (7) years of experience in design, permitting, and construction of sewer and storm water projects.
  • Florida Professional Engineer (PE) License is preferred.
  • Must possess and maintain a Florida driver’s license.

Job Type: Full-time

Pay: From $111,118.00 per year
