Job Description Summary

The Groundwater Data Specialist (Data Analyst II) performs routine (journey-level) data analysis and data research work in the Texas Water Development Board Groundwater Division. Work involves conducting detailed analysis of and extensive research on groundwater-related databases at the agency, including the creation of queries and reports utilizing Microsoft SQL Server tools. May train others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Groundwater Technical Assistance Department for administrative and employee-related items and to the Groundwater Data Team Lead for job tasks.

ESSENTIAL JOB FUNCTIONS

  • Collects and formats groundwater-related data from cooperating entities for incorporation into agency databases.
  • Maintains good working relationships with cooperators, groundwater conservation districts, and the public, displaying exceptional customer service and professionalism.
  • Performs and designs quality assurance and quality control procedures to ensure data integrity.
  • Creates database reports for internal and external customers.
  • Assists Groundwater Division staff in resolving technical problems.
  • Assists Data Team Lead in the development of data entry applications for field staff.
  • Assists Data Team Lead in implementing process improvements for the Groundwater Data Team.
  • Assists Data Team Lead in documenting procedures.
  • Uses geographic information systems and other software for the development of maps and data visualization tools.
  • May train others.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of following TWDB records retention procedures and schedule. 
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes. 
  • Performs other duties as assigned.

Minimum Qualifications 

  • Graduation from an accredited four-year college or university with major coursework in Natural Science, Computer Science, or a related field. 
  • One year of experience in data analysis, research, compilation, and/or reporting work.
  • Relevant experience and education may be substituted for on a year-for-year basis.

Preferred Qualifications

  • Experience using Microsoft SQL Server tools including, SQL Server Management Studio, SQL Server Reporting Services, and SQL Server Integration Services. 
  • Experience using Microsoft Access.
  • Experience using ESRI products including ArcGIS Online.
  • General knowledge of groundwater-related data.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) 

  • Knowledge of local, state, and federal laws and regulations relevant to the Groundwater Technical Assistance Department.
  • Knowledge of the principles and practices of public administration. 
  • Knowledge of statistics and analyzing data sets.
  • Knowledge of standard query language.
  • Knowledge of running queries, report writing, and presenting findings.
  • Knowledge of data models and database design development. 
  • Knowledge of data collection procedures and dissemination techniques.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Skills in database management with applicable programming preferable.
  • Skills in evaluating and translating substantial amounts of data, and in critical thinking.
  • Ability to compile, review, and analyze data, prepare reports, maintain accuracy and attention to detail, and communicate effectively. 
  • Ability to adhere to work schedules, follow procedures for leave, and submit accurate timesheets by prescribed deadlines. 
  • Ability to make mature, objective decisions and identify areas of potential problems.
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.
  • Ability to complete assigned work, on time, neatly, and with infrequent errors.
  • Ability to interpret policies, procedures, and regulations.
  • Ability to provide prompt, courteous, and accurate assistance, and clear and concise communication to internal and external stakeholders both verbally and in writing.
  • Ability to work and cooperate with others in a team environment.
  • Ability to gather, assemble, correlate and analyze facts.
  • Ability to stand/sit/move to perform activities such as retrieving/replacing files in a large file system for boxes up to 30 lbs. 
  • Ability and willingness to travel 5% of the time, primarily within the State of Texas.
  • Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends. 
  • Ability to train others.
