Summary: The TWD Manager will supervise the Senior Workforce Benefits Specialists and oversee operations of the AVCP Tribal Job Centers.

The TWD Manager will supervise the timely and accurate case management for Cash assistance, LIHEAP, and Burial or General Assistance applicants and recipients in accordance with federal and state rules, regulation and guidelines governing assistance programs.

TWD Manager is responsible for improving the productivity of AVCP’s Navigators and the effective development, coordination, and presentation of training for all AVCP Benefits and Workforce Development staff that provide Cash Assistance, LIHEAP, and B or G Assistance and provide oversite to Sub Regional Supervisors and will have oversite of the day to day operations of the AVCP Tribal Job Centers. Manager will also act as a liaison to promote braiding and partnerships between the TWD and division, community, region, state, and federal partners.

Performance Responsibilities: include the following. Other duties as assigned.

· Coordinates training for staff providing Cash assistance, LIHEAP, and Burial or General Assistance to eligible clients.

· Functions as a man should the TWD Benefits Manager be unavailable.

· Performs quality assurance (internal quality control) activities. Reviews case files assigned to lower level staff, identifying any errors made in eligibility determinations or benefit authorizations. Provides feedback/training to caseworkers. Prepares related reports, which include recommendations for training and other methods to improve case accuracy.

· Makes the most complex eligibility and benefit determinations associated with confusing household compositions/circumstances and with programs which are considered the most difficult, i.e., constant program changes, lack of detailed guidelines, and/or extensive verification requirements

· Ensures that case management for Cash assistance, LIHEAP, and Burial or General Assistance completed effectively, accurately and within time frames. Assigns work, monitors the progress and completion of work.

· May draft and maintain statistics and related reports

· Working knowledge of the Low Income Home Energy Assistance Program (LIHEAP), Bureau of Indian Affairs (BIA) Welfare Assistance (WA) and (BA) Burial Assistance Programs, and Tribal TANF program applications and processes.

· Familiarity with the LIHEAP, BIA WA, and TANF regulations and manuals, including those under other agencies such as Child Support Services and the Permanent Dividend Fund in the State of Alaska.

· Working knowledge of the operation of the State of Alaska EIS and the associated required state and federal reporting stipulations.

· Maintains strict departmental and client confidentiality.

· Performs yearly Statistical and Narrative reporting for PL 102 477

Supervisory:

· Supervises and collaborates with SWBS; encourages open two-way communication with staff to enhance job satisfaction and overall morale.

· Develops and maintains a culturally sensitive work environment.

· Ensures SWBS and Navigators have the tools and training required to effectively do their jobs.

· Monitors all phases of case management for Cash assistance, LIHEAP, and Burial or General Assistance.

· Compiles, reviews and approves department employee’s timesheets and submits them to payroll.

· Conducts performance evaluations of SWBS, as required.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must have strong written, verbal and analytical skills. Fluency in Yup’ik and English preferred. Ability to work under pressure and meet deadlines. This position requires successful completion of a thorough background check pursuant to PL 93-638 Indian Self-Determination Act. Must have a valid Alaska Driver’s license and a good enough driving record to be covered under the AVCP Vehicle Insurance Policy.

Extensive and proven familiarity required with the LIHEAP, BIA WA, and TANF regulations and manuals, including those under other agencies such as Child Support Services and the Permanent Dividend Fund in the State of Alaska.


Requirements:

EDUCATION and EXPERIENCE: Bachelor’s Degree preferred or Ten (10) years’ successful experience applying LIHEAP, BIA WA, and TANF statutes, regulations, and program requirements. Experience may include evaluation of: Applicants for programs or services; loans; licenses; permits; documents associated with insurance or similar benefit enrollment or claims; documents associated with investigations, collections, or similar activities; complex documents such as those associated with employment application or employee benefits; tax processing; investment or real estate transactions.
