Description
The Executive division is seeking a dynamic professional with federal or state tribal law and/or tribal taxation experience to fill the role of Tribal Relations Manager. While the position reports to the Senior Assistant Director of Tax Policy, the incumbent will have a special reporting relationship to the Agency Director, allowing direct access with matters involving tribal governments.
The Tribal Relations Manager plays a key role in managing the agency's statewide relationships with tribes, tribal citizens and tribal organizations utilizing their unique expertise in Indian law. This position will establish and foster strong working relationships between the department and tribes located in Washington state, tribal members and organizations. The incumbent will assist in negotiations and consultations with tribes on behalf of the Governor's Office and Revenue Director and must ensure that the tribal perspective is accurately communicated to state officials and that the state's positions are accurately understood by tribal representatives.
The Department of Revenue is committed to fostering its government-to-government relationship with each tribe located in Washington state by dedicating staff time and resources to work with the tribes, tribal citizens, tribal businesses and others that do business in Indian Country. The department created the Tribal Partnerships Program in March 2020. This position is an integral member of the Tribal Partnerships Program.

Duties
Major duties of this position include:
  • Utilize expert knowledge in Indian laws and Tribal Relations, provide briefings, issue analysis, and advice to the Director and Governor's Office.
  • Coordinate the department's Indian policy, guidance and outreach with all divisions within the department to maintain consistency and fairness throughout.
  • Accurately and completely communicate tribal perspectives and positions to the Director, the Tribal Partnerships Program, and other department staff.
  • Represent the Governor's Office and the Department of Revenue in meetings, conferences and in other public forums, including the legislature and association meetings.
  • Present, staff, and actively participate in the department's Tribal Tax Advisory Group (TTAG).
  • Plan, staff, and support TTAG's subgroups while serving as co-chair of each subgroup.
  • Collaborate with and provide advice to members of the Tribal Partnerships Team.
  • Develop, recommend, and implement statewide policy and procedures regarding tribes and tribal citizens' business activities, as well as non-tribal entities doing business with tribes and tribal citizens, both inside and outside of Indian Country.
  • Work directly with tribal governments, federal and state agencies in enforcement matters related to state taxation.
  • On behalf of the Director, participate, staff, and represent the department in tribal consultations.
  • On behalf of the Governor's Office and the department, participate as a member of the negotiating team for tribal compacts and other negotiations.

Qualifications
Please ensure that your application materials address the following qualifications~
A Bachelor's degree in tribal governance, tribal administration, political science, public administration, business administration or another field related to this position (e.g., American Indian Studies) AND two (2) years of experience working in or with any combination of the following: stakeholders, tribal entities, taxpayers, the Governor's Office, state agencies, and the Legislature.
This position requires experience and skills in the following:
  • Working with tribal governments or stakeholders at a state level to negotiate legislation, compacts, or other legal instruments and be able to hold firm.
  • Working with the Governor's Office on legislation, compacts, or other legal instruments.
  • Managing litigation and political risk to a state agency.
  • Knowledge regarding Tribes, Tribal citizens of Washington State, Federal Indian Law, State and Federal Constitutional issues regarding Indian Law and Taxation.
  • In-depth knowledge of governance structures at both the state and tribal levels.
  • Strong negotiation skills and diverse interpersonal skills.
  • Excellent written and verbal communication skills.
  • Ability to think strategically and creatively.
  • Ability to manage a team and generate results.
  • Policy development with knowledge of the legislative process
  • Understanding of the political environment.
  • Understanding of Tribal relations.
  • Organization skills.
  • High emotional intelligence.

Preference may be granted to candidates with:
  • A Juris Doctorate degree from an accredited school of law.
  • Five years of experience in Federal Indian Law and/or State and Federal Constitutional issues regarding Indian Law and Taxation.
  • Five years of management experience in a state agency or tribal government.
  • Knowledge of Washington tax laws and rules.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
