JOB DESCRIPTION


Job Title: Tribal Justice Facilitator

Department: Alaska Native Justice Center (ANJC)

Reports To: Managing Attorney

Supervises: None

FLSA Status: Exempt

Pay Grade: E6

Job Type: Full-time, Regular

AKBCU: No ICPA Yes


General Function:

Coordinate the Tribal Justice Support program. Provide technical assistance and training to Tribal Justice systems, including law enforcement, first responders, tribal councils, tribal judges, and victim service providers. Work closely with the ANJC team, rural health care providers, and tribal representatives to identify resources and gaps in victim-centered Tribal Justice delivery and develop tools that leverage existing resources to fill those gaps. A successful applicant will have a background in communicating and interacting effectively in cross-cultural situations and a commitment to race equity work. This position may require travel to rural and urban locations.

Duties and Responsibilities:

  • Conduct community outreach to Tribes and Tribal Organizations and present at regional meetings.
  • Establish a tribal court Technical Assistance delivery model.
  • Implement tribal court Technical Assistance delivery.
  • Coordinate efforts to identify existing victim-centered justice resources.
  • Develop and maintain a Tribal Justice resource inventory.
  • Participate in the assessment of victim-centered justice training needs.
  • Develop and maintain training modules, including webinars.
  • Development and maintain a Tribal Court Implementation Handbook.
  • Attend program and agency related meetings, trainings, and conferences.
  • Collect data and draft grant reports.
  • Maintain confidentiality.
  • Perform all related duties as assigned.

  • Ability to comprehend, interpret, and apply program policies, procedures, guidelines, and instructions through formal and on-the-job training.
  • Demonstrated ability to write reports, business correspondence, and procedure manuals.
  • Demonstrated ability to effectively communicate information and requirements to a wide variety of stakeholders and establish and maintain cooperative working relationships.
  • Demonstrated knowledge of Alaska Native and American Indian culture, governance, or community resources.
  • Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

Minimum Qualifications:

  • Bachelor’s Degree in Justice, Political Science, Sociology, Human Services, or related field, or equivalent work experience.
  • Three years’ experience with victim services, tribal courts, tribal health care, or related programs or services.
  • One year of experience providing training, technical education, or community outreach.
  • Valid Alaska Driver’s License and be insurable under CITC’s automotive insurance requiring a driver to be at least 21 years of age.
  • Prior experience working with Alaska Tribes or Tribal Organizations.
  • Continued employment is contingent upon a receipt of a satisfactory state and federal background check.

Preferred Qualifications:

  • Direct experience working in rural Alaska.
  • Direct experience with tribal court implementation or proceedings.
  • Familiarity with the Indian Child Welfare Act and the challenges addressing sexual assault and domestic violence-related issues.
  • Juris Doctor or other advanced degree.
  • Social work and/or case management experience in the Child Welfare field.
  • Attention to detail; ability to work simultaneously on multiple projects at various stages of completion; good problem-solving skills and a positive, professional attitude with sound judgment, flexibility, determination, and good humor.

Physical Requirements:

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
