Summary
The Mizuho US Operations (MUSO) Treasury Office is seeking a VP / Director of Liquidity Stress Test management.
The MUSO Treasury Office, combines the Banking and Capital Markets Treasury group to enhance the overall ALM function and promote alignment, operating efficiencies and governance across MUSO.
The Americas Treasury Department (ATD) is responsible for ensuring the financing of the banking entities across the Region conducted primarily through the NY Branch and Mizuho Bank (USA). ATD fulfills its role of pursuing stability and efficiency of ALM functions.
MHBK NY Branch is a New York state-chartered branch which primarily engages in wholesale commercial banking services.
Mizuho Bank (USA) is an FDIC-insured New York state-chartered institution. In addition to wholesale commercial banking, MHBK (USA) also offers custody and trust services to its US based customers.
The candidate will be a member of a team primarily responsible for performing, reporting and managing the MHBK NY Branch and MHBK (USA) Liquidity Risk analysis for ATD. The candidate will also be responsible for updating policies and procedures and other documents related to Liquidity Risk. In addition, the candidate should be comfortable interacting with other functions within the firm, such as model risk management, Liquidity Risk management, finance and audit.
Key Responsibilities
  • Lead and Support Methodology Development: Take charge of and assist in the development, enhancement, maintenance, and review of methodologies and models for Internal Liquidity Stress Test.
  • Product-Specific Analysis for Stress Testing: Perform product-focused analyses to refine stress testing assumptions. Ability to collaborate with partners across Business, Treasury, and Risk functions.
  • Model Risk Management Engagement: engage in discussions with Model Risk Management team, to enhance the ILST model documents, validation and on-going monitoring analysis.
  • Liquidity Impact Assessment: Analyze the impact of new businesses on the firm's liquidity.
  • Regulatory Examination Responses: Develop and articulate responses to regulatory examinations focusing on liquidity stress testing.
  • Regulatory Metrics and Reporting Expertise: Able to develop an understanding of changes to regulatory reporting requirements and impact to the firm's liquidity.
  • Strategic Balance Sheet Recommendations: Collaborate with Treasury ALM functions to provide strategic insights for optimizing the balance sheet and liquidity across various legal entities and business units.
  • Partnering across the Firm: Collaborate with different functions across MUSO to complete various projects such as Resolution Planning and Regulatory Reporting (2052a Reporting).
  • Liaise with senior management in the US and Head Office in Japan on Liquidity Stress Testing matters.
  • Take the lead on projects related to system transformation and new reporting developments

Qualifications:
  • Professional Experience: strong background in Finance, Treasury, Risk, or Quantitative Model Development. Preference for candidates with experience in Treasury or Liquidity Risk Management within a global banking institution.
  • Possess a deep understanding of liquidity regulations, reporting, analytics, and the development of internal liquidity stress testing models, especially in relation to products such as High-Quality Liquid Assets, Customer Deposits, Inter-Office borrowing and lending and Secured Funding.
  • A proactive attitude towards taking responsibility and efficiently executing deliverables under pressure.
  • Ability to work well in a team environment and interacting with senior management.
  • Exceptional organizational capabilities and strong written and verbal communication abilities.
  • Solid quantitative skills and technical proficiencies. Advanced Excel and MS Office abilities required.

Specialized Skills:
  • An understanding of the US regulatory landscape, with emphasis on Regulation YY and liquidity management
  • Familiarity with financial statement analysis of global foreign banks
  • The ability to understand and apply advanced mathematical and statistical concepts
  • Able to work on multiple projects for completion on schedule
  • Working Knowledge of VBA, Power BI and SQL

The expected base salary ranges from $96,250 - $200,000. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications and licenses obtained. Market and organizational factors are also considered. In addition to salary and a generous employee benefits package, successful candidates are eligible to receive a discretionary bonus.
