Job description

The ideal candidates will possess strong analytical skills to manage financial data effectively and make informed decisions. They will demonstrate a unique ability to think outside the box and question the status quo, proficient in critical thinking and able to examine financial data and situations from various angles. They should question assumptions and traditional methods to identify more efficient or innovative approaches to treasury management.

The Employment Security Unemployment Insurance (UI) Treasury Manager is responsible for the overall cash management activities of the Employment Security Department and manages the UI Treasury Office. You will oversee the biennial revenues received for the expenditures attributable to the agency operations, including all administrative and program grants, all Unemployment Insurance Trust Fund money paid for claimant benefits, various program disbursements and all employer tax collections. This includes a multitude of complex banking and trust management functions that encompass three to six billion dollars of activity per year. You are responsible for all banking and the daily financial activities of the State of Washington Unemployment Insurance Trust Fund within the various accounts as prescribed by law are overseen by the UI Treasury Office. Providing management of state and federal accounting functions for all UI Treasury financial activities and proper and timely federal and state reporting as prescribed by statue. This full-time permanent management role is available for part-time telework and will need to come into the office at least once a week or more dependent upon in person meetings, special events and treasury documents that need signed. In this role, you will be responsible for developing and overseeing agency-wide adherence to Policy and Procedure 3004, Receipt, Transmittal, Deposit, and final disposition of incoming cash. All departmental operations must comply with federal and state regulations regarding cash receipts, internal control, and accounting activities which are outlined in this policy. You will develop agency policies and monitor guidelines used to issue local disbursements and refunds for ESD programs regarding timeliness and ensuring completed response to disbursement requests are in place.
Some of what you will do:
  • Develop Annual UI Treasury State Cash Management Improvement Act (CMIA) agreement.
  • Monitor the Department's compliance, prepare any needed amendments, prepare ESD's annual report to OFM and Federal Government on compliance.
  • Development of policies used to guide the development of automated systems for accounting and cash handling operations.
  • Ensure UI Treasury policies are in place that minimize audit findings, provide mandated legal compliance, meet Generally Accepted Accounting Procedures(GAAP) and minimize Department's exposure to fraud and risk of loss on all financial transactions.
  • Ensure accurate and timely submission of seven monthly Federal Reports: ETA 2112, ETA 191, ETA 8401, ETA 8403, ETA 8405, ETA 8413 and ETA 8414.
  • Review and approve the monthly reconciliation for the eleven (11) local bank accounts for UI benefits, UI Tax and the agency petty cash.
  • Maintain list of authorized signatures and levels of approval required for each type of disbursement. Participate in the recovery of benefit payments paid to fraudulent claimants.
  • Developing/implementing UI Treasury procedures and oversight of the application back to the original claim, as well as identifying and directing payments that have ended up in suspense.
  • Review and approve journal vouchers, cash receipts, and reconciliations of accounting entries.
  • Plan, direct, and oversee deadline-dependent work.

Required Qualifications:
Bachelors degree in accounting or business administration or closely related field or 30 hours of accredited accounting courses, and three (3) years of experience supervising entry level and para-professional fiscal staff.
The most successful candidate would also have the following knowledge, skills and abilities:
  • Working knowledge of the Federal Cash Management Act, cash management, cash receipting and cash draw processes.
  • Well-developed accounting, written and verbal skills.
  • Knowledge of banking activities.
  • Three (3) years of experience of the State Financial Reporting System (AFRS), state fiscal years close processes including General Ledger accounts.
  • Ability to work with multiple funding sources across program and divisional lines to accomplish business objectives.
  • Experience in design and development of fiscal systems and the interface of records and dollars with case management and claiming systems.
  • Demonstrated knowledge of support and work with customers and team oriented approach to problem solving.
  • Working level experience with Microsoft Excel, and Word.
  • Experience preparing Enterprise financial statements
Desired Qualifications:
  • Master's degree or Certified Public Accountant License.
  • Working knowledge of DOL UI benefit programs. Familiarity of Microsoft Access and SharePoint software.
