TA EMPLOYEES MUST BE PERMANENT CIVIL SERVICE ASSOCIATE STAFF ANALYST, STAFF ANALYST I OR STAFF ANALYST II IN ORDER TO BE CONSIDERED.
Responsibilities:
The Station Planning group is responsible for planning the functional design and operation of subway stations with a focus on customer flow through stations. The goal is for station circulation to function at guideline level of service now and well into the future. The position entails analyzing current and projected future passenger flow in stations and determining efficient layout and / or required sizing of circulation and fare control elements including but not limited to stairs, escalators, passageways, turnstiles, MetroCard Vending Machines. In addition to ridership demand, Station Planners consider emergency egress demand, access for people who are disabled and convenience for intermodal connections. Work also includes analyzing and recommending strategies for construction phasing and station operating plans, determining utility of station easements, evaluating environmental analysis documents, and evaluating impacts of subway service changes in the short term and long term.
Site visits to various subway stations, often involving data collection (passenger counts, observations of passenger flow, measuring stair width, etc.), are frequently required. Passenger counts are typically conducted during the morning or evening peak ridership hours, or both.
The position requires effective collaboration with a wide range of internal and external stakeholders, including project design and construction-related groups, operating departments, city agencies, private developers, and more. Some work will involve researching best practices of other systems.
Education and Experience:
Principal Transportation Planner
A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science or related fields; and five (5) years of full-time paid experience in transportation planning, scheduling or operations. A masters degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.
Senior Transportation Planner
A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science or related fields; and four (4) years of full-time paid experience in transportation planning, scheduling or operations. A masters degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.
Transportation Planner
Must possess education as stated above plus two (2) years of full-time paid experience in transportation Operations Planning or a satisfactory combination of education and experience.
Assistant Transportation Planner
Must possess education as stated above plus one (1) year of full-time paid experience in transportation Operations Planning or a satisfactory combination of education and experience.
Associate Staff Analyst
  1. A Masters degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; OR
  2. A Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above.

Staff Analyst I & Staff Analyst II
  1. A Masters degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; OR
  2. A Baccalaureate degree from an accredited college and TWO (2) years of satisfactory full-time professional experienceworking in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management or in a related area.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above
All candidates must possess a baccalaureate degree in order to apply to this position.
Desired Skills:
  • Experience in pedestrian planning, city / urban planning, engineering and / or architectural design
  • Good three-dimensional spatial reasoning skills
  • Excellent analytical, communication and presentation skills
  • Proven ability to collaborate and communicate with a diverse range of people
  • Must be able to create and maintain positive relationships throughout the agency and beyond
  • Knowledge of the New York City subway system and NYC geography and neighborhoods is desirable
  • Ideal candidates are data savvy, technology savvy, have experience or interest in pedestrian planning and pedestrian modeling

Selection Method:
Based on evaluation of education, skills, experience, and interview.
All appointments, with the exception of the Department of Subways employees on MaBSTOA payroll, will be made on the NYCT payroll.
